Charitable trusts

UK trusts give £2.3 billion a year
The top 400 UK trusts gave away £2.3 billion last year, according to new figures published in the Guide to the Major Trusts. The figures for the top 25, which excluded gifts from The Big Lottery Fund and Awards for All, compared with a total gift of £217 million in 1991. Tom Traynor, editor of the guide said ‘the need for support and funding from charitable trusts and foundations is greater today than it has ever been’. Traynor added ‘this is largely the case due to the proportion of funding in the form of grants from the government falling in favour of contracts to deliver public services’. The guide is available from the Directory of Social Change www.dsc.org.uk

The Tudor Trust welcomes applications from Wales
The Tudor Trust is an independent grant-making charitable trust which supports organisations working across the UK and welcomes applications from Wales. This grant making trust does not have any deadlines for applications and has a simple two stage application process. Tudor aims to support work which addresses the social, emotional and financial needs of people at the margins of our society. The Tudor Trust is interested in how organisations tackle these needs, and their root causes.
Full guidelines can be downloaded from Tudor’s website.

The Batty Charitable Trust
The Trust supports UK registered charities and other charitable objectives where grants of £1,000 and £10,000 are likely to make a significant difference. The Trust will generally support smaller charities, especially those working at grass roots or community level. Further details are available from here or tel 020 7405 0225.

Historic Churches Preservation Trust
The trust will fund structural repairs to churches, chapels, meeting houses and other places of worship in England and Wales that are over 100 years old. All applications received are considered on an individual basis and grants awarded are divided into four categories: Cornerstone grants – churches that have outstanding architectural, social and historic value that have a funding deficit of over £15,000; Standard grants – churches which have a deficit of over £15,000 but need less urgent help than cornerstone candidates: Foundation grants – churches looking for £4,000 - £15,000; and Facilities grants – help towards the installation of new facilities such as toilets, heating or to provide assistance towards improving access. Further information can be found here.

Government

Funding inquiry launched
The Assembly Communities and Culture Committee is carrying out a scrutiny inquiry into the funding of voluntary sector organisations in Wales. The Committee is planning to examine the Welsh Assembly Government’s policy for funding voluntary organisations, the policy directions issued to relevant funding bodies, and procedures for monitoring the outcomes of funding. It will also examine 'gender budgeting’ issues, and the ease or difficulty experienced by organisations in accessing funding. Following the inquiry the Committee will submit a report and recommendations to the appropriate Welsh Minister.

The wide-ranging inquiry will consider the extent to which there is a consistent strategic vision across Welsh Assembly Government and its departments and other bodies who distribute Assembly Government funding to voluntary sector organisations; and how that vision addresses the following key issues:

  • The role of the voluntary sector in delivering Assembly Government goals, including linking funding to desired outcomes;
  • The relationship between social enterprises and established commercial enterprises;
  • Charitable giving;
  • Distribution of National Lottery funds;
  • Differential benefits associated with voluntary sector funding for different groups; for example, by age, gender or ethnicity; and
  • Issues associated with short term and non recurrent funding.

WCVA has been asked to give evidence to the committee, and has posed the question; why do so many local groups still struggle to secure funds for their day-to-day services, despite increased funding for parts of the sector from public bodies?

The Committee has issued a call for written evidence, with a deadline of 14 December 2007.
For details of the inquiry and WCVA’s evidence, go to the Communities and Culture Scrutiny Committee page of the Assembly website,

Welsh Assembly examines funding from European Investment Bank
More money could be pumped into regeneration projects in Wales after an inquiry was launched into the funding opportunities offered by the European Investment Bank (EIB). The Welsh Assembly’s European committee has revealed it will probe whether funding from the bank is being properly exploited. It will look at the potential to use EIB money for infrastructure projects and to help finance a range of schemes in areas not covered by support from the convergence fund.

Sandy Mewies AM, chair of the assembly’s European committee, said: ‘We want to look at the extent to which the Welsh Assembly government can work with the EIB, and how other organisations in Wales are benefiting from this source of funding. We will be identifying the opportunities this funding offers to Wales, and also any obstacles that exist.’ The committee will report next spring.

Giving and public fundraising

Tax efficient giving guide
Arts & Business, the charity dedicated to increasing private investment in the arts has launched an online guide to the tax implications for both donors and beneficiaries of charitable giving. The guide, which has been set up in collaboration with the Department for Culture, Media, and Sport and accountancy firm Deloitte, is designed to help donors give as tax-efficiently as possible.

Small charities urged to avoid using direct mail
The Small Charities Coalition urges its members to ditch direct mail in favour of cheaper fundraising methods that it believes are more relevant to organisations with lower profiles. The suggestion appears in a fundraising strategy for small charities, released by coalition founder Patrick Cox to coincide with the launch of the umbrella organisation. The coalition will look at different ways in which small charities can make more successful grant applications. Cox urges the coalition's members to focus on approaches that do not require big investment, such as cash collections, face-to-face fundraising, legacy fundraising and donations collectable through the charities' own websites.

New website dedicated to charity ethical investment
www.charitysri.org has been developed by the EIRIS Foundation and the UK Social Investment Forum (UKSIF) as a free online resource to boost the number of charities investing ethically in the UK. The site seeks to address the disparity that exists between those charities who express an interest in investing their money ethically and those actually doing it. It provides information on why and how to invest ethically and guidance on the approaches, issues and options available. The website also includes a section for charity supporters to help them learn more about ethical investment and encourage the charity they support to adopt socially responsible investment.

Social economy ambassadors appointed
The Social Enterprise Coalition has announced the names of 25 ambassadors who will work to promote social enterprise across the UK. The list includes social economy champions such as Nigel Kershaw, chief executive of social finance provider Big Issue Invest, Dai Powell, chief executive of Hackney Community Transport, and Reed Paget, managing director of bottled water enterprise Belu. See the full list at www.socialenterpriseambassadors.org. The ambassador concept was a central theme of the English Government’s Social Enterprise Action Plan.

Report shows value of social enterprise to environment
A new report has demonstrated the vital role social enterprise can play in helping local authorities deliver on corporate environmental targets. Saving Money, Saving the Planet from the Scottish Social Enterprise Coalition and Triodos Bank, demonstrates that social enterprises are not only saving the environment, but in doing so are making money. The report emphasises the need for strong co-planning relationships between local authorities and the business sector in tailoring recycling and energy efficiency services in order to capitalise on these strengths. A greater role for local authorities must mean greater engagement with social enterprises. For further information click here.

Asset based development

Buying property gives charities lucrative benefits
Charities should consider investment in property as an addition to their other income streams because planning legislation can bring lucrative partnerships with the commercial sector, a legal expert has said. Under the terms of Section 106 of the Town and Country Planning Act 1990, a local planning authority can stipulate that a commercial development must include additional community benefits, such as providing a community centre or visitor attraction - known as 'planning gain'. Faced with such a requirement, a commercial firm will often look for a voluntary sector partner to take on the facility and run it.

‘Charities can use this requirement to seek opportunities with local development agencies and planning authorities’, according to Lynne Abbess, a partner with law firm Hempsons. ‘To benefit from such partnerships, charities should keep control over the planning process by working with their own advisers and design consultants’, said Abbess. She also advised that ‘funds be ring fenced in a specific trustee account with safeguards to protect overall funding, future income and expenditure on good causes’. (Source: Third Sector)

Datblygu ar sail asedau

Prynu eiddo’n arwain at fuddiannau i elusennau
Dylai elusennau ystyried buddsoddi mewn eiddo i ychwanegu at eu ffrydiau incwm eraill oherwydd bod y ddeddfwriaeth gynllunio’n gallu golygu partneriaethau llewyrchus â’r sector masnachol, yn ôl arbenigwr yn y gyfraith. O dan Adran 106 Deddf Cynllunio Gwlad a Thref 1990, gall awdurdod cynllunio lleol bennu bod rhaid i ddatblygiad masnachol gynnwys buddiannau cymunedol ychwanegol, megis darparu canolfan gymunedol neu atyniad i ymwelwyr - sy’n cael ei adnabod fel ‘enillion cynllunio’. Os byddant yn wynebu gofyniad o’r fath, bydd cwmnïau masnachol yn aml yn chwilio am bartner o’r sector gwirfoddol i dderbyn cyfrifoldeb am y cyfleuster ac am ei redeg.

‘Gall elusennau ddefnyddio’r gofyniad hwn i chwilio am gyfleoedd gydag asiantaethau datblygu ac awdurdodau cynllunio lleol, yn ôl Lynne Abbess, partner gyda’r cwmni cyfreithwyr Hempsons. ‘Er mwyn elwa ar bartneriaethau o’r fath, dylai elusennau gadw rheolaeth dros y broses gynllunio trwy weithio â’u hymgynghorwyr a’u hymgynghorwyr dylunio eu hunain, meddai Abbess. Dywedodd hefyd y bydd ‘cronfeydd yn cael eu diogelu mewn cyfrif ymgynghorwyr penodol gyda mesurau diogelu i amddiffyn yr arian, incwm y dyfodol a gwariant ar achosion da’. (Ffynhonnell: Third Sector)
