The Baring Foundation – arts and older people
The Baring Foundation is to launch a new funding programme in October 2009 to support arts organisations in the UK working with older people. The programme will last for five years and will be worth £3 million overall. The new arts and older people programme will invite applications through five annual application rounds. Grants will be for core costs to arts organisations in the UK working with older people.
Currently the Foundation is in the process of producing a mapping report looking at current practice in the field of arts and older people with a view to publishing the report in September 2009. If you work for an arts organisation that works with older people the Baring Foundation is keen to hear from you now, not with an application but simply to know you are there and where you operate. The Brecon Beacons Trust
The Brecon Beacons Trust is a charitable company established to help people, communities and voluntary organisations achieve positive environmental conservation and enhancement within the Brecon Beacons National Park. The Trust was established in 2009 with initial funding from the National Grid. The Trust supports: environmental conservation, protection and improvement of the Park for the benefit of the public; greater educational awareness and knowledge of the conservation, protection and improvement of the Park’s physical, natural and archaeological environment. The Trustees believe that a resilient, healthy and diverse environment is the essential foundation on which a thriving society and economy are built. They subscribe to the principles of sustainable development while recognising that we are all still exploring what sustainability means in practice at all levels of society.
The Brecon Beacons Trust sees its role as enabling local communities and voluntary organisations, living and operating within the area of the Brecon Beacons National Park, to positively conserve and enhance their local environments so as to contribute to the overall quality of life for people who live, work in or visit the Park.
In achieving its own objectives the Trust wishes to contribute to the purposes for which National Parks were established ie to conserve and enhance the natural beauty, wildlife and cultural heritage of the National Parks; to promote opportunities for the understanding and enjoyment of the special qualities of the Parks by the public; and additionally, to help foster the economic and social well being of the communities within their areas.
Further details are available from Alan Underwood, Trust Secretary, Brecon Beacons Trust, ‘The Orchids’, Blaenavon Road, Govilon, Abergavenny NP7 9NY. Tel 01873 832490, email alan@breconbeaconstrust.org, www.breconbeaconstrust.org.

Learning Launchpad Fund
The aim of the Learning Launchpad Fund is to help create lasting projects that support young people between the ages of 14 and 25 to discover their potential, pursue their goals and achieve their dreams. Launchpad is looking for ideas that help young people reach beyond academic paths to success, encourage learning-by-doing, and develop their non-cognitive 'soft' skills through real-world experience. Therefore, it seeks to support projects that do not have traditional academic learning routes as their focus. The 2009 application deadlines for the Fund have changed and the current Round Two deadline has been extended to 15 July. The Round Three deadline has moved forward to 24 November 2009.

Charities must work with the private sector, says Building Stronger Communities report
Charities must think beyond fundraising and seek new ways of working with the private sector during the recession, a Government-commissioned report has urged.
The report, Building Stronger Communities, is from the Building Stronger Communities Taskforce, which was set up to establish how businesses and third sector organisations can work together to help communities affected by the recession. The report recommends forming partnerships with businesses that have a track record of winning government contracts and thus develop the commercial strategies of the third sector.

British Heart Foundation is Lidl's first charity partner
Supermarket chain Lidl has announced that the British Heart Foundation will be its first charity partner. The BHF hopes the year-long partnership with the retailer, which has more than 500 stores in the UK, will raise about £100,000. The BHF's Heart Health Roadshow is expected to visit selected Lidl stores throughout the year as part of the partnership to encourage donations from Lidl customers and raise awareness of healthy living.

Family firms 'more loyal in their giving'
Family-run businesses are more likely to maintain their corporate giving through the recession than other firms, according to new research. Philanthropy: Family Business Philanthropy and Social Responsibility Inquiry commissioned by the Institute for Family Business and the Community Foundation Network, says family businesses see their charitable support as important interaction with local communities rather than compulsory corporate social responsibility.
The research shows that family-run businesses usually want to give back to the areas where they are based. Owners tend to develop longer-term relationships with charities and want to create a lasting impact, says the report. However, the study also says charities might find it difficult to gain access to the decision-making processes of family businesses.

Association of Charitable Foundations plans guidance for corporates
The Association of Charitable Foundations is to develop best practice guidance on running corporate foundations. The move comes after the publication earlier this month by the Charity Commission of statutory guidance for corporate foundations, setting out how foundations should be run. The commission's guidance emphasises that foundations should be independent from their parent companies and indicates how they should manage potential conflicts of interest.

Deadlines set for Gateway and ILM in Competitiveness areas
The Engagement Gateway and Intermediate Labour Market (ILM) schemes are now open for business in the Regional Competitiveness and Employment (RCE) areas of East Wales. The schemes, boosted by £10m from Europe and the Welsh Assembly Government, will invest in organisations that give people facing barriers to employment the skills and opportunities to get back into work.
Organisations wishing to receive details of appropriate opportunities, and be eligible to tender for contracts, need to join the approved supplier list for each scheme by submitting a pre qualification questionnaire (PQQ). The deadline for submitting a PQQ for RCE areas is 1pm on 14 September 2009 for both schemes. Both the Gateway and ILM are already operating in Convergence areas and set to release tender opportunities in the next month.
Full information on each scheme including all document downloads can be found on the WCVA website. Alternatively, contact the WCVA Helpdesk on 0800 2888 329 or email help@wcva.org.uk. The Gateway and ILM are funded by the Welsh Assembly Government and European Structural Funds (European Social Fund).

Communities and Nature (CAN) project – procurement process
A new £25million investment to generate jobs and leisure opportunities based on the outstanding wildlife and landscape of North and West Wales has been announced. The monies will be made available through two flagship schemes – Communities and Nature (CAN) and the Wales Coastal Path. Read more.
A briefing session for the CAN project, led by the Countryside Council for Wales (CCW) was held on 6 July to publicise the launch of the first round of pre-qualification questionnaires (PQQs) for the programme activities.
The CAN project will operate across the Convergence region (West Wales & the Valleys) in all areas apart from those within the Valleys Regional Park. Four Lots of activities will be procured as part of the CAN project, with each Lot issued once per annum whilst funds are available. The Lots are:
1. Small scale activities (<£250,000 total project cost) - tenderers must provide 55 per cent of the total project cost either through cash or in-kind match funding, including volunteer time as in-kind match funding
2. Footpaths and access
3. Visitor facilities
4. Wildlife attractions/tourism
Further information can be found on the CCW website, including responses to frequently asked questions about the procurement exercise.
EU Convergence Funding Boost for Tourism
A new Coastal Tourism initiative has been announced, bringing £35m of investment into the tourism industry. Ireland-Wales programme – Round three open!
The third round of the Ireland-Wales programme is now open, with a closing date for applications of 25 September 2009. The call will be targeted at:
• Priority 1 Theme 2 – Skills for Competitiveness and Employment Integration
• Priority 2 Theme 2 – Sustainable Regeneration of Communities
In relation to Priority 2 Theme 2, the programme would particularly welcome smaller scale pioneering pilot projects from organisations that are active in the community development and community regeneration field. While the 2007-2013 Ireland-Wales programme does have a more strategic aspect to it, this should not exclude smaller scale organisations that have an interest in developing links across the Irish Sea. A suggested budget range could be between €300,000 and €700,000, depending on the number of partners involved.
Two information events will be held in Wales for the round three call:
10:00 - 12:30 on 19 August - WEFO Offices, Colwyn Bay
Contact: Roger Seddon: roger.seddon@wales.gsi.gov.uk / 01492 542594

Courses are being delivered across Wales by WCVA and the local county voluntary councils (CVCs) for frontline third sector organisations. Intended for those responsible for planning, fundraising and development in their organisations, the courses provide practical tools and resources to help you work towards financial sustainability.

Gift Aid registration surgeries
Tuesday 15 September 2009, Technium CAST, Bangor
Wednesday 30 September 2009, West Wales, venue tbc
Wednesday 11 November 2009, Llandrindod Wells, venue tbc
WCVA in conjunction with the CVCs are running Gift Aid registration surgeries across Wales this autumn. The surgeries are aimed at getting organisations not already registered for Gift Aid up and running with it. Gift Aid enables charities to reclaim the tax paid on donations from individuals - for every pound given to charity an additional 28p can be claimed from HM Revenue and Customs.
In the recession it is important that the sector is making the most of all sources of income and in particular individual giving yet currently an estimated £700 million is left unclaimed each year. Currently charities can claim Gift Aid on donations made up to six years previously - however from next April this will be reduced to four years – charities need to make sure they are up-to-date with claiming everything they are entitled to if they are not to lose out.
According to research conducted by HMRC and CAF the biggest barrier to charities claiming Gift Aid is pre-registration – finding and understanding the relevant information to make a claim. Therefore the purpose of the Gift Aid registration surgeries is to provide organisations with the necessary information to get registered, make claims, and promote Gift Aid and so to ensure they are not missing out. Further dates and venues are to be confirmed.
To book places contact WCVA’s Helpdesk on 0800 2888 329, or email ekinsman@wcva.org.uk.

Credit unions are small-scale savings and loan co-operatives that typically serve people on low incomes. The Welsh Assembly Government project was awarded the European funding for the current financial year. It is hoped access to mainstream financial services will be improved, as well as helping people improve their financial skills and challenging illegal money-lending.

Procurement and public service delivery
Key government committee on improving sector delivery of public services
The Office of the Third Sector is to lead work across government to further the third sector's involvement in the delivery of public services through a new committee of the Cabinet. With eight government departments invited, it will scrutinise their procurement procedures and take action on any identified barriers to sector involvement in public service delivery.
See OTS news release and Third Sector has further explanation on the committee.
"Intelligent Monitoring" promises less red tape for public service delivery
New guidelines from the National Audit Office and the Office of the Third Sector encourage public service commissioners to think carefully about the information they request from providers. The National Audit Office guide, which forms part of a broader toolkit 'Financial Relationships with Third Sector Organisations', calls for commissioners and procurers to:
• identify the outcomes they are looking for at the early planning stages of service specification
• weigh up what information they really require from service providers and how they will use that information
• take a proportionate approach to monitoring requirements
• discuss monitoring arrangements with the service provider once appointed
• review monitoring requirement
The Office of the Third Sector has also produced a two-page checklist (which features as an appendix to the National Audit Office online resource) for both commissioners and service providers.

Asset based development
Thirty-eight buildings to transfer to charities, Third Sector minister Angela Smith reveals
A total of 38 buildings are expected to be transferred from local authorities to charities and community groups under the Government's £30m Community Assets Programme, according to Third Sector minister Angela Smith.
Smith said: "Thirty-four third sector organisations have received a full grant award to date and are working in partnership with their local authority to refurbish or extend community buildings with a grant from the Community Assets Programme." Smith said a further four buildings would be transferred by 2011 under the scheme, which allows councils to transfer disused properties to local community groups if they feel they will be used more effectively.

WCVA Recession Survey 2
In February WCVA conducted a survey into the effects of the recession on the third sector in Wales. We had a very good response and a final report was presented at the Recession conference in May 2009. If you haven't already received a copy of the report, please ask and we will send one to you, or it is available on the WCVA website.
There have also been some actions from other bodies. The National Lottery has promised a ‘rescue fund’ for organisations needing support. The Welsh Local Government Association and the leaders of all 22 local authorities have endorsed the principles set out in the Welsh Assembly Government's Code of Practice for Funding the Third Sector.

WCVA recession resource
WCVA has launched its Recession resource for the third sector on the WCVA website. This dedicated resource offers a comprehensive summary of the various guidance, publications, articles and specialised websites dealing with the issues faced by third sector arising out of the current recession.
Trustees and those tasked with managing third sector organisations will find it an invaluable starting point to help with specific questions, or lead to general information that will better enable organisations to deal with the current economic pressures and plan for the future.

Rhaid i elusennau weithio â’r sector preifat, yn ôl adroddiad Building Stronger Communities
Rhaid i elusennau feddwl ymhellach na chodi arian yn unig a chwilio am ffyrdd newydd o weithio â’r sector preifat yn ystod y dirwasgiad, yn ôl adroddiad a gomisiynwyd gan y Llywodraeth.
Cyhoeddwyd yr adroddiad, Building Stronger Communities, gan y Tasglu Building Stronger Communities, a sefydlwyd i edrych sut all busnesau a mudiadau trydydd sector weithio â’i gilydd i helpu cymunedau sy’n cael eu heffeithio gan y dirwasgiad. Mae’r adroddiad yn argymell ffurfio partneriaethau â busnesau sydd ag enw da o ennill contractau llywodraeth a thrwy hynny ddatblygu strategaethau masnachol y trydydd sector.

Sefydliad Prydeinig y Galon yw partner elusen cyntaf Lidl
Mae’r archfarchnad Lidl wedi cyhoeddi mai Sefydliad Prydeinig y Galon fydd ei phartner elusennol cyntaf. Mae’r Sefydliad yn gobeithio y bydd y bartneriaeth gyda’r archfarchnad, sydd â dros 500 o siopau yn y DU, ac a fydd yn para am flwyddyn, yn codi tua £100,000. Disgwylir y bydd Sioe Deithiol y Sefydliad yn ymweld â detholiad o siopau Lidl yn ystod y flwyddyn fel rhan o’r bartneriaeth i annog rhoddion gan gwsmeriaid Lidl ac i godi ymwybyddiaeth o fyw’n iach.

Cwmnïau teuluol 'yn fwy teyrngar o ran eu rhoi'
Mae busnesau teuluol yn fwy tebygol o gadw at eu rhoi corfforaethol yn ystod y dirwasgiad na chwmnïau eraill, yn ôl ymchwil newydd. Dywed Philanthropy: Family Business Philanthropy and Social Responsibility Inquiry a gomisiynwyd gan y Sefydliad Busnesau Teuluol a’r Rhwydwaith Sefydliad Cymunedol, bod busnesau teuluol yn edrych ar eu cefnogaeth i elusennau fel cysylltiad pwysig â chymunedau lleol yn hytrach na chyfrifoldeb cymdeithasol corfforaethol gorfodol.
Dengys yr ymchwil fod busnesau teuluol fel arfer yn awyddus i roi rhywbeth yn ôl i’r ardaloedd lle maent wedi’u lleoli. Mae perchnogion yn dueddol o ddatblygu perthynas fwy tymor hir ag elusennau ac maent am sicrhau effaith arhosol, yn ôl yr adroddiad. Fodd bynnag, dywed yr astudiaeth hefyd y gall elusennau ei chael yn anodd i fod yn rhan o brosesau penderfynu busnesau teuluol.

Cymorthfeydd cofrestru ar gyfer Cymorth Rhodd
Dydd Iau 15 Medi 2009, Technium CAST, Bangor
Dydd Mercher 30 Medi 2009, Gorllewin Cymru, lleoliad i’w gadarnhau
Dydd Mercher 11 Tachwedd 2009, Llandrindod, lleoliad i’w gadarnhau
Mae WCVA mewn cydweithrediad â’r CGSau yn cynnal cymorthfeydd cofrestru ar gyfer Cymorth Rhodd ledled Cymru yn ystod yr hydref. Nod y cymorthfeydd yw annog mudiadau nad ydynt wedi cofrestru ar gyfer Cymorth Rhodd i ymuno â’r cynllun. Mae Cymorth Rhodd yn galluogi elusennau i hawlio treth yn ôl ar roddion gan unigolion – am bob punt a roddir gall yr elusen hawlio 28c yn ychwanegol oddi wrth Dollau Tramor a Chartref EM.
Yn ystod cyfnod o ddirwasgiad mae’n bwysig bod y sector yn manteisio ar bob ffynhonnell incwm, yn enwedig rhoddion gan unigolion, er hynny amcangyfrifir bod £700 miliwn heb ei hawlio bob blwyddyn. Ar hyn o bryd gall elusennau hawlio Cymorth Rhodd ar roddion a wnaethpwyd hyd at chwe blynedd yn ôl – fodd bynnag, o fis Ebrill nesaf ymlaen bydd hyn yn gostwng i gyfnod o bedair blynedd – felly mae angen i elusennau wneud yn siŵr eu bod yn mynd ati i hawlio am bopeth sydd ar gael iddynt os nad ydynt am fod ar eu colled.
Yn ôl ymchwil a gynhaliwyd gan Dollau Tramor a Chartref EM a Sefydliad Cymorth yr Elusennau (CAF) y rhwystr mwyaf sy’n atal elusennau rhag hawlio Cymorth Rhodd yw’r broses cyn cofrestru – canfod a deall yr wybodaeth berthnasol i’w galluogi i hawlio. Felly, pwrpas y cymorthfeydd cofrestru yw darparu’r wybodaeth angenrheidiol i fudiadau i’w galluogi i gofrestru, i hawlio treth yn ôl, ac i hyrwyddo Cymorth Rhodd er mwyn sicrhau nad ydynt ar eu colled. Bydd dyddiadau a lleoliadau pellach yn cael eu cadarnhau yn y man.

Y gobaith yw y bydd mynediad at wasanaethau ariannol prif ffrwd yn gwella, yn ogystal â helpu pobl i wella’u sgiliau ariannol ac i herio benthyca arian anghyfreithlon.

Tri deg wyth o adeiladau i gael eu trosglwyddo i elusennau, medd y Gweinidog dros y Trydydd Sector Angela Smith
Disgwylir i gyfanswm o 38 o adeiladau gael eu trosglwyddo o feddiant awdurdodau lleol i elusennau a grwpiau cymunedol o dan Raglen Asedau Cymunedol y Llywodraeth, sy’n werth £30m, yn ôl y Gweinidog dros y Trydydd Sector, Angela Smith.
Meddai Angela Smith: "Mae 34 o fudiadau trydydd sector wedi derbyn grant llawn hyd yma ac maent yn gweithio mewn partneriaeth â’u hawdurdod lleol i adnewyddu neu ehangu adeiladau cymunedol â grant gan y Rhaglen Asedau Cymunedol." Dywedodd Smith y byddai pedwar adeilad arall yn cael eu trosglwyddo erbyn 2011 o dan y rhaglen, sy’n caniatáu i gynghorau drosglwyddo adeiladau nad ydynt yn cael eu defnyddio i feddiant grwpiau cymunedol lleol os ydynt yn teimlo y gellid eu defnyddio’n fwy effeithiol.(Ffynhonnell: Third Sector)
