Welcome to Funding news! This newsletter is produced for WCVA e-members who have signed up to receive information about funding and replaces the previously successful e-Xtra. Funding news will continue to provide information on funding opportunities and much, much more.

Funding news is produced by WCVA’s Sustainable funding team. This is a new resource funded by the Big Lottery Fund that has been developed to meet the needs of organisations wishing to adopt a sustainable funding approach and are looking for funding, ranging from grants, loan finance and payroll giving through to trading, procurement or public service delivery. We aim to bring you all the latest news on funding issues affecting the third sector and signpost you to information sources, training and events.

Charitable trusts

Drinkaware grants
Drinkaware has updated the eligibility criteria for its programme of grants aimed at changing the UK’s drinking culture for the better. Activities should influence public behaviour and find innovative ways to raise awareness about the effects of alcohol and reduce its misuse and minimise alcohol-related harm. Grants of up to £100,000 are given throughout the UK. Grants are available to any group within the UK, working with any population group or groups. All projects need to show strong plans for monitoring and evaluation, with external evaluation required where larger grants are given. There are no closing dates. Applications are dealt with as received. Full information and updated application guidelines are available from here. Drinkaware are always happy to discuss project ideas before you commit yourself to a full application. You should always call them if you intend to apply for a large grant. Improving Life Choice and Chances for Young Offenders
The Lloyds TSB Foundation for England and Wales is inviting applications to a new £1 million programme to support charities working with young offenders in England and Wales to improve their life choices and chances. Application is open to registered charities with a proven record of working with young offenders in various contexts, specifically: accommodation; skills training; employment and mentoring; drugs and alcohol; restorative justice; family support and relationships. Grants will be given either for new work or extending a proven model of existing work or enabling the development of joined up projects. There is a two-stage application process. Details and forms are available here. The initial expression of interest forms have to be in by 25 September 2009.

Local Investment Fund (LIF) Cymru South East Wales
LIF Cymru South East Wales is a flexible grant scheme delivered through a partnership across the local authorities of Blaenau Gwent, Bridgend, Caerphilly, Merthyr Tydfil, Rhondda Cynon Taf and Torfaen. The project has been developed with support from the Welsh Assembly Government through the European Regional Development Fund, under the Convergence Programme. The LIF fund is specifically designed to support a range of SMEs. Applicants will need to demonstrate that a significant proportion of their activity is business to business and that they have the ability to ‘add value’ or offer net benefits to the local economy (eg through the creation of new jobs). Grants from £1,000 to £5,000 are available, based on 35% of the eligible project costs. For businesses located in other areas of South East Wales please contact your local authority.

Low Carbon Buildings Programme
This grant scheme is run by the Department for Business, Enterprise and Regulatory Reform, and is open to non-profit and community organisations. It seeks to maximise the number of low-carbon buildings and grants are available for the installation of various micro-generation technologies in permanent buildings. Organisations can apply for 50 per cent of the cost for installing approved microgeneration technologies. Funding is currently available, although not all technologies are supported. Solar PV is fully subscribed. Individuals should apply to Phase 1.
Groups should apply to Phase 2.
This fund was planned to close at the end of June 2009, but has now received extra funding until April 2011.

Government

Charities set to create 500 new jobs in Wales
Charities and voluntary organisations will create more than 500 new jobs across Wales between October 2009 and March 2010. The funding for the jobs will come from the UK Government’s Future Jobs Fund after a successful bid was made on behalf of the voluntary sector, led by umbrella body Wales Council for Voluntary Action (WCVA).

The Future Jobs Fund aims to support long-term unemployed young people, and those in unemployment hotspots, by funding the creation of 150,000 new jobs across the UK during the next two years. Over 100 organisations in Wales are part of the WCVA-led voluntary sector bid and will create jobs across a range of areas including environmental work, health and social care, childcare and youth and community work.

Organisations that are part of the bid include Wildlife Trusts, British Red Cross, the National Botanical Garden of Wales, Citizens Advice Bureax and smaller community based organisations such as nurseries, recycling projects, development trusts, Communities First partnerships, drugs projects and city farms in some of Wales’ most disadvantaged areas.

WCVA Chief Executive Graham Benfield OBE said: "It’s excellent news. Charities and voluntary organisations provide an ideal supportive environment for people getting back into the workplace and will offer varied and rewarding opportunities.

Aggregates Levy Sustainability Fund for Wales
The Aggregates Levy Sustainability Fund addresses the environmental costs associated with aggregate extraction. In Wales the fund is used to address the following issues: the legacy of old minerals permissions; promoting the use of alternative materials to aggregates; reducing the impact of aggregate extraction; environmental and amenity benefits to communities affected by aggregates extraction; conserving sites of special interest; and educational projects.

Community Facilities and Activities Programme 2007-2011
The Community Facilities and Activities Programme (CFAP) is a capital grant scheme operated by the Welsh Assembly Government. It is open to community and voluntary organisations and provides funding for the provision of facilities within communities and for activities engaging local people which help promote the regeneration of communities. It is intended as a fund for organisations to draw upon to fill remaining gaps in finances after all other sources of support have been explored. The closing date is 16 October 2009.

European

EU Programme up-date
As at 17 August 2009 107 projects have been approved representing a total investment of over £1.6 billion (EU grant of over £805 million) across Wales. Nearly £545m (35%) is being invested in business, some £755m (45%) in people and almost £335m (20%) for community regeneration, the environment and transport. Further programme information is available, including details of beneficiaries supported.

Increased intervention rates for new EU projects
In response to the economic downturn the European Commission has agreed changes to both the ERDF Convergence and Competitiveness programmes as well as ESF Convergence. Sponsors applying for funds for new projects under these programmes may now be able to receive a greater proportion of EU funding due to changes in the intervention rates. This includes an increase to 70.54% for Convergence ERDF Priority 5 Theme 2 (regeneration and community development); 65.43% for Convergence ESF Priority One (young people) and 63.67% for ESF Priority Two (employment); plus increases from 40% to 45.14% for the four ERDF priorities in the Competitiveness area. The focus of the programmes remains the same, addressing medium- to long-term structural weaknesses.

Strategic Framework Review
The strategic frameworks that set out the types of interventions that will best deliver on the Priorities and Themes of the Convergence and Competitiveness Operational Programmes are currently under review. The frameworks may change over the upcoming months to reflect policy developments, current funding commitment and expenditure levels, the Spatial context and the current economic climate.

New look WEFO website!
The WEFO website has been re-designed to provide easier access to information on the European Structural Funds programmes in Wales. Among the improvements are:

The website also includes information about the Spatial European Teams (SETs), including WCVA’s third sector European team (3-SET), and how they can help organisations seeking to benefit from European funding.

BTCV Family Employment Initiative launched
A £3 million volunteering initiative to bring disadvantaged families together and prepare individuals for the workforce in the Heads of the Valleys has been launched by Deputy Minister for Regeneration, Leighton Andrews. Led by the British Trust for Conservation Volunteers (BTCV) Cymru, the Family Employment Initiative will match local families to community environmental projects giving them the chance to gain vital confidence and motivational skills in preparation for employment. Defence of the Haven Heritage Tourism Project - Deadline date 30.09.09

Communities and Nature project up-date
The Countryside Council for Wales anticipates that the next tender opportunity under the Communities and Nature project will be for ‘Connections and Paths’. It is expected to be published in autumn on the Sell2Wales website.

Awards

Search for top UK social enterprises launched
A new awards scheme to showcase the UK’s best social enterprises has been launched. Winners of the Social Enterprise Awards will receive up to £5,000, a business support package. The categories are best social enterprise (turnover £1m or more), best social enterprise (turnover less than £1m), and best new social enterprise.

The first stage of the competition will look for national winners in England, Scotland, Wales and Northern Ireland, who will be announced during Global Entrepreneurship Week in November. UK winners will then be decided by a public online vote, including the title of social enterprise of the year. Businesses have until 28 September to submit their entries.

Wales third sector funding conference

This year’s third sector funding conference is packed with more sessions, a wider range of funders, (plus some old favourites!), and intriguing ideas for new and better ways of working – to help you reduce costs and waste, and access more resources and support. We’ve focused on four key themes:

1. Procurement and tendering
Haven’t done it yet? – for many organisations in the third sector, it’s only a matter of time, as more and more areas of work are put out to competitive tender. We’ve sessions for tender novices, as well as for those seeking to sharpen up their bids, and understand the buyer’s mind-set.

WCVA in conjunction with the CVCs are running Gift Aid registration surgeries across Wales this autumn. The surgeries are aimed at getting organisations not already registered for Gift Aid up and running with it. Gift Aid enables charities to reclaim the tax paid on donations from individuals - for every pound given to charity an additional 28p can be claimed from HM Revenue and Customs.

In the recession it is important that the sector is making the most of all sources of income and in particular individual giving yet currently an estimated £700 million is left unclaimed each year. Currently charities can claim Gift Aid on donations made up to six years previously - however from next April this will be reduced to four years – charities need to make sure they are up-to-date with claiming everything they are entitled to if they are not to lose out.

According to research conducted by HMRC and CAF the biggest barrier to charities claiming Gift Aid is pre-registration – finding and understanding the relevant information to make a claim. Therefore the purpose of the Gift Aid registration surgeries is to provide organisations with the necessary information to get registered, make claims, and promote Gift Aid and so to ensure they are not missing out. Managing risk: the accounting and VAT perspective

This autumn WCVA is hosting an essential half-day seminar delivered by Watts Gregory LLP, and designed for trustees, finance managers, finance staff and advisors in the third sector. Volunteering experience – a conference for volunteer managers in Wales

Wales has always benefited significantly from the dedicated contributions of volunteers and enjoys a strong tradition of volunteering. Volunteering is a two-way process which benefits organisations and volunteers themselves. Triple Bottom Line measurement and the third sector
There is increased recognition that third sector organisations should demonstrate how they are performing not just in relation to their primary objective, but also across wider social, environmental and economic objectives or what is sometimes called the 'triple bottom line'.

Yet, despite this recognition, there are still few third sector organisations using such approaches. In this research report, nef sketches out the history and context of triple bottom line measurement, the main approaches in the third sector and ways in which organisations can be supported to overcome common barriers to the use of such tools.

Free telephone support available to voluntary groups
Voluntary groups of any size operating in Wales can take advantage of free telephone conferencing. The free service is being provided by the UK’s only telephone conferencing charity, Community Network, and is funded by an Awards for All grant from The National Lottery.

The grant allows voluntary organisations to claim £600 worth of free telephone conferences (12 conference calls over a year or 24 over six months); free training is also provided to one member of staff from each organisation to enable them to act as the conference facilitator.

Among the groups to have already taken up the offer is Epilepsy Wales, who use telephone conferencing to support carers and sufferers of this debilitating illness. Another organisation benefiting from the grant is the Red Cross Field Workers Project. Operating in Ceredigion, the project has found that telephone conferences provides carers with a forum where they can discuss their concerns and seek help, advice and support form other carers.

Meningitis Trust in memoriam funds raise £500,000 in two years
Tribute funds enable people to remember someone special with a donation in their name. Doug Edwards, Tribute Fund Manager at the Meningitis Trust, said: "The tribute fund programme has been a huge success for the Trust. We now have 165 funds set up. It has been a chance to reactivate and engage with supporters, as well as bring new supporters to the Trust.

"In doing so, we have been able to reach out to more people to offer our professional support services. We now have more than 800 people supporting tribute funds. We have found tribute funds give families a positive focus and a special way to remember their loved one by fundraising in their name."

From January 2009 donors have been able to give to tribute funds online.

Twitter fundraising events will allow site's users to vote for their choice of charity
A campaign that uses social networking site Twitter to organise fundraising events will be open to all charities for the first time.

The campaign, called Twestival, encourages Twitter users to set up fundraising events in their area and promote them through ‘tweets', or short message updates. Previous events, which have included picnics, raffles, fetes and DJ nights, have raised money for US-based clean water charity charity:water.

A Twestival spokeswoman said that for the next one, to be held from 10 to 13 September, local communities would be able to vote online for the charity they would like to receive the funds they raise. Twestival events will take place in 14 UK towns and cities including Cardiff.

Sharp fall in fundraising income predicted for 2009
Fundraising income for the UK's largest charities could fall by £185m in 2009 compared with the previous year, according to the latest Charity Market Monitor report.

The report, written by Cathy Pharoah of Cass Business School, is based on annual accounts filed by the biggest 300 fundraising charities in 2007 and 2008. It shows that overall income rose by 0.9 per cent on the previous year, a figure similar to the 0.7 per cent growth in the wider economy over the same period. If this correlation continues, income is likely to decline significantly in the year ahead, the report says.

"Fundraising income appears to be particularly close to the 'temperature' of the wider economy," it says. "If fundraising were to follow the 3.5 per cent contraction predicted for the national economy as a whole in 2009, that could mean a loss of £185m to the major fundraising charities, on current incomes."

Fundraising Standards Board appoints a Wales manager
The Fundraising Standards Board is increasing its operations in Wales in a bid to drive up membership. The organisation has appointed a part-time manager who will work to recruit Welsh charities and raise awareness of self regulation.

Simon Boex, who is also Wales officer for disfigurement charity Changing Faces Cymru, has been appointed to the role, which has been allocated funding of £115,000 over three years by the Welsh Assembly. He will work from home. Of more than 1,000 FRSB members, only 32 are based in Wales. Boex said he hoped to build the existing base of members into a strong platform of organisations committed to best practice in fundraising. "It is essential that organisations come together to show commitment to the same high standards," he said.

Loan finance

Invest to Serve: Welsh loan fund to help charities bid for contracts
A new £6m fund to provide loans for charities in Wales to bid for public sector contracts and develop their services has been announced. The Invest to Serve fund will be made up of contributions of £1m each from the Welsh Assembly Government, the WCVA and Unity Trust Bank.

The Welsh European Funding Office is likely to contribute £3m, a spokeswoman for the Welsh Assembly Government said, although the figure is still to be confirmed.

Brian Gibbons, Minister for Social Justice, said the fund would make third sector organisations more sustainable. He said it would enable them to provide services for the public sector at lower rates than they would otherwise be able to offer.

Unity Trust Bank increases lending despite recession
Unity Trust Bank's lending to UK businesses rose by 15 per cent in the first half of 2009, the social lender has announced. The bank said it lent £127m in the six months to July, compared with £110m in the second half of 2008.

The organisation said it was able to increase its lending because it had not been exposed to the problems other banks had faced during the credit crunch.

"In contrast with the vast majority of banks, we remained very much open for business throughout the financial turmoil of 2008 and achieved record lending growth," said Kevin Turmore, managing director of Unity Trust Bank.

Charity shops increase profits for fourth year running
Charity shops have defied the recession and increased their profits by 4.1 per cent in the past year, according to the Charity Shops Survey 2009.

While the gross income of the 69 shop chains in the sample fell by 3.1 per cent to £526.1m, their costs fell even further, by 4.9 per cent to £414.6m, leaving a collective profit of £111.5m. Charity shops have now increased their profits for four years running, and in eight of the last 11.

A £5 million package to support and develop new and existing social and community enterprises across South West Wales has been given the go ahead thanks to Convergence funding. The project, called Collaborative Communities aims to assist 400 organisations and hopes to establish 30 new social enterprises.

The scheme, across the south west is a joint collaboration between the local authorities and the County Voluntary Services, namely, Carmarthenshire County Council, Carmarthenshire Association of Voluntary Services, City and County of Swansea, Swansea Council for Voluntary Service, Pembrokeshire County Council, Neath Port Talbot County Borough Council and Neath Port Talbot Council for Voluntary Service and Pembrokeshire Association of Voluntary Services. The collaboration between the eight organisations is in itself groundbreaking. The project will provide existing, emerging and potential social and community enterprises with support to enable them to develop and meet market opportunities locally, regionally and nationally. Support will involve every aspect of development from business planning to sourcing funding.

A small targeted finance package has been put in place to assist with developmental costs of social enterprises, including existing organisations in the social economy, potential and emerging social enterprises and third sector organisations, where the aim is to move them away from grant dependency and towards sustainability.

Co-operative Diversity Action has been set up by Co-operativesUK to help engage people from Black, Asian and Minority Ethnic communities in co-operative enterprise. Competitive tendering
From extensive experience of working with both commissioners and third sector organisations, nef (the New Economics Foundation) has compiled a guide to demystify the competitive tendering process for third sector support workers.

This new guide features a clear description of what competitive tendering involves and provides a step-by-step guide to how third sector support workers can best help frontline organisations that are faced with the switch from grants to contract. It also contains a section that explains how support workers can engage with commissioners to make sure that the process is more open to third sector organisations.

Asset based development

Community Asset Transfer Programme
The Big Lottery Fund (BIG) and the Welsh Assembly Government announced an agreement to deliver a new £13 million programme to help community groups in Wales to acquire public buildings, land and facilities and refurbish them to transform their communities for the better. The aim of the programme is to help community groups acquire public buildings, land and facilities, and to regenerate and reinvigorate them to suit their own needs. BIG will administer the programme, which will provide revenue and capital funding. Organisations will be able to make applications from mid October this year.

Resource portal
Funded by Capacitybuilders, the new Improving Support website brings together practical resources (news, events, signposting, tools, contacts and information) for all those providing support to third sector organisations. It provides a gateway to a wide range of tools, information and support, creating an easily accessible community for the exchange of resources, ideas, advice and learning.

Pro bono legal advice
LawWorks, the website for the Solicitors Pro Group, has launched Initial Electronic Advice, an automated, web-based system, which allows not for profit and advice organisations to submit a short legal query and have this answered by a lawyer via email. It is operated in partnership with advice agencies and voluntary sector umbrella bodies.

The main legal areas covered are: advertising, banking, building and construction, charity, clinical negligence, commercial, company, competition, construction, consumer, consumer credit, contract, corporate, crime, debt, education, employment, energy, environment, EU, family, health and safety, housing, immigration, insolvency, insurance, intellectual property, IT, landlord and tenant, mental health, mortgages, data protection, finance, insurance, pensions, personal injury, planning, property, public law, small claims, tax, telecoms, trust, welfare, wills and probate.

Draft CIC regulations
Following a consultation exercise, the new draft Community Interest Company (Amendment) Regulations 2009 have been published. They do not make changes to the asset lock provisions, but they do introduce a few quite significant changes to the provisions that must be contained in the articles of a CIC. For example, the requirement that a majority of the directors must be appointed by the members has been removed.

Existing CICs may – but do not have to – amend their articles to reflect these changes; but any new CIC registered after 1st October will have to comply with the new regulations.

Social Investment Wholesale Bank – A consultation on the functions and design
The Office of the Third Sector has announced a consultation on Social Investment Bank. Its aim is to determine the design and function of an SIWB and inform the substantive proposals which the Office of the Third Sector will produce. This is a UK proposal which has implications for Wales in terms of: the case for the design and function of the Bank; views on opportunities and potential problems, in Wales, and what funding is needed. The consultation document can be found here. The deadline for responses is 7 October 2009.

PQASSO Quality Mark receives Charity Commission stamp of approval
The Charity Commission has announced its endorsement of the PQASSO Quality Mark - the new ‘kite-mark’ for the third sector. Organisations that achieve the PQASSO Quality Mark at levels 2 and 3 will be able to use the Charity Commission’s Charity Quality Standards stamp confirming that they are accredited by standards that meet the Hallmarks of an Effective Charity. Gwella Dewis mewn Bywyd a Chyfleoedd i Droseddwyr Ifanc
Mae Sefydliad Lloyds TSB ar gyfer Cymru a Lloegr yn croesawu ceisiadau i raglen newydd gwerth £1 miliwn sy’n cefnogi elusennau sy’n gweithio gyda throseddwyr ifanc yng Nghymru a Lloegr i wella’u dewisiadau a'u cyfleoedd yn eu bywydau. Mae’r broses ymgeisio ar agor i elusennau cofrestredig a chanddynt enw da am weithio gyda throseddwyr ifanc mewn sawl cyd-destun, ac yn benodol: llety; hyfforddiant sgiliau; cyflogaeth a mentora; cyffuriau ac alcohol; cyfiawnder adferol; perthnasau a chefnogi teuluoedd. Rhoddir grantiau un ai ar gyfer gwaith newydd, neu er mwyn ehangu model gwaith sydd eisoes wedi’i brofi, neu er mwyn datblygu prosiectau ar y cyd. Mae dau gam i’r broses o wneud cais. Cronfa Fuddsoddi Leol De-ddwyrain Cymru (LIF) Cymru De-ddwyrain Cymru
Cynllun grant hyblyg yw Cronfa Fuddsoddi Leol De-ddwyrain Cymru (CFL) sy’n cael ei ddarparu drwy bartneriaeth awdurdodau leol Blaenau Gwent, Pen-y-bont ar Ogwr, Caerffili, Merthyr Tudful, Rhondda Cynon Taf a Thorfaen. Cafodd y prosiect ei ddatblygu gyda chymorth Llywodraeth Cynulliad Cymru, drwy Gronfa Datblygu Rhanbarthol Ewrop o dan y Rhaglen Gydgyfeirio. Diben penodol y Gronfa Fuddsoddi Leol yw cefnogi ystod o Fusnesau Bach a Chanolig (BBChau). Bydd rhaid i ymgeiswyr ddangos bod cyfran sylweddol o’u gweithgaredd yn cael ei gyflawni o fusnes i fusnes a bod ganddynt allu i ‘ychwanegu gwerth’ neu gynnig budd sylweddol i’r economi leol (ee drwy greu swyddi newydd). Mae grantiau rhwng £1,000 a £5,000 ar gael, wedi’u seilio ar 35% gostau cymwys y prosiect. Y Rhaglen Adeiladau Carbon Isel
Caiff y cynllun grant hwn ei redeg gan Yr Adran Busnes, Menter a Diwygio Rheoleiddio, ac mae ar agor i fudiadau cymunedol a mudiadau di-elw. Ei fwriad yw cynyddu nifer yr adeiladau carbon isel a’r grantiau sydd ar gael er mwyn gosod amrywiol dechnolegau microgynhyrchu mewn adeiladau parhaol. Gall mudiadau wneud cais am 50 y cant o gost gosod technolegau microgynhyrchu sydd wedi’u cymeradwyo. Mae arian ar gael ar hyn o bryd, er nad yw pob technoleg wedi’i chynnwys. Cefnogir systemau ffotofoltaig solar yn llawn. Dylai unigolion wneud cais i Phase 1.

Elusennau’n creu 500 o swyddi newydd yng Nghymru
4 Awst 2009
Bydd elusennau a mudiadau gwirfoddol yn creu dros 500 o swyddi newydd ledled Cymru rhwng Hydref 2009 a Mawrth 2010. Bydd y cyllid ar gyfer y swyddi'n dod o Gronfa Swyddi’r Dyfodol Llywodraeth y DU yn sgil cais llwyddiannus ar ran y sector gwirfoddol dan arweiniad y corff ymbarél, Cyngor Gweithredu Gwirfoddol Cymru (WCVA).

Nod Cronfa Swyddi'r Dyfodol yw rhoi cymorth i bobl ifanc sydd wedi bod yn ddi-waith am gyfnod hir a’r rhai sy’n byw mewn ardaloedd lle mae diweithdra’n uchel, drwy ddarparu cyllid ar gyfer creu150,000 o swyddi newydd ar draws y DU yn ystod y ddwy flynedd nesaf. Mae dros 100 o fudiadau yng Nghymru’n rhan o gais y sector gwirfoddol dan arweiniad WCVA a fydd yn creu swyddi mewn sawl maes, gan gynnwys gwaith amgylcheddol, gwaith ym maes iechyd a gofal cymdeithasol, gofal plant, ieuenctid a gwaith cymunedol.

Ymhlith y mudiadau sy’n rhan o’r cais y mae Ymddiriedolaethau Bywyd Gwyllt, Cymdeithas y Groes Goch Brydeinig, Gardd Fotaneg Genedlaethol Cymru, Canolfannau Cyngor Ar Bopeth, a mudiadau cymunedol llai megis meithrinfeydd, prosiectau ailgylchu, ymddiriedolaethau datblygu, partneriaethau Cymunedau yn Gyntaf, prosiectau cyffuriau a ffermydd dinas yn rhai o ardaloedd mwyaf difreintiedig Cymru.

Cronfa Gynaliadwyedd yr Ardoll Agregau ar gyfer Cymru
Mae Cronfa Gynaliadwyedd yr Ardoll Agregau ar gyfer Cymru yn mynd i’r afael â’r costau amgylcheddol sydd ynghlwm wrth gloddio agregau. Yng Nghymru, defnyddir y gronfa i fynd i’r afael â’r problemau canlynol: gwaddol hen hawliau ar gyfer gwaith mwynau; hyrwyddo’r defnydd o ddeunyddiau amgen i agregau; lleihau effaith echdynnu agregau; budd i gymunedau yr effeithir arnynt gan echdynnu agregau o ran mwynderau ac o ran yr amgylchedd; gwarchod safleoedd o ddiddordeb arbennig; a phrosiectau addysg.

Rhaglen Cyfleusterau a Gweithgareddau Cymunedol 2007-2011
Cynllun grant cyfalaf yw’r Rhaglen Cyfleusterau a Gweithgareddau Cymunedol sy’n cael ei gynnal gan Lywodraeth Cynulliad Cymru. Mae'n agored i fudiadau cymunedol a gwirfoddol ac mae’n cynnig arian ar gyfer darparu cyfleusterau mewn cymunedau ac ar gyfer gweithgareddau i bobl leol sy'n helpu i adfywio cymunedau. Bwriad y gronfa yw y gall mudiadau gael arian ohoni er mwyn llenwi bylchau yn eu cyllid pan fydd pob ffynhonnell arall o gymorth wedi ei defnyddio. 16 Hydref 2009 yw’r dyddiad cau.

Y newyddion diweddaraf am Raglen yr UE
Erbyn 17 Awst 2009 yr oedd 107 o brosiectau wedi eu cymeradwyo sy’n golygu buddsoddiad o dros £1.6 biliwn (sy’n cynnwys grant dros £805 miliwn gan yr UE) ledled Cymru. Mae bron i £545m (35%) yn cael ei fuddsoddi mewn busnes, tua £755m (45%) mewn pobl a bron i £335m (20%) mewn adfywio cymunedol, yr amgylchedd a thrafnidiaeth. Mae rhagor o wybodaeth am y rhaglen ar gael yma, ac mae’n cynnwys manylion am y buddiolwyr sydd wedi eu cefnogi.

Cyfraddau ymyrraeth uwch ar gyfer prosiectau newydd yr UE
Mewn ymateb i’r dirywiad economaidd, mae’r Comisiwn Ewropeaidd wedi cytuno i gyflwyno newidiadau i raglenni Cydgyfeirio a Chystadleurwydd ERDF yn ogystal ag i raglenni Cydgyfeirio ESF. Bydd noddwyr sy’n gwneud cais am arian ar gyfer prosiectau newydd o dan y rhaglenni hyn yn awr yn gallu derbyn cyfran uwch o gyllid yr UE o ganlyniad i newidiadau i’r cyfraddau ymyrraeth. Mae hyn yn cynnwys cynnydd i 70.54% ar gyfer Blaenoriaeth 5 Thema 2 ERDF (adfywio a datblygu cymunedol); 65.43% ar gyfer Blaenoriaeth Un Cydgyfeirio ESF (pobl ifanc) a 63.67% ar gyfer Blaenoriaeth Dau ESF (cyflogaeth); ynghyd â chynnydd o 40% i 45.14% ar gyfer y pedair blaenoriaeth ERDF yn yr ardal Cystadleurwydd. Nid oes newid ym mhwyslais y rhaglen, ac mae’n parhau i roi sylw i wendidau strwythurol tymor hir a chanolig.

Adolygiad o’r Fframwaith Strategol
Mae’r fframweithiau strategol sy’n amlinellu’r mathau o ymyriadau a fydd orau i gyflawni Blaenoriaethau a Themâu’r Rhaglenni Gweithredol Cydgyfeirio a Chystadleurwydd yn cael eu hadolygu ar hyn o bryd. Gall y fframweithiau gael eu newid yn ystod y misoedd nesaf i adlewyrchu datblygiadau polisi, yr ymrwymiad cyllido cyfredol a lefelau gwariant, y cyd-destun Gofodol a’r hinsawdd economaidd presennol.

Bydd y Fframwaith yn weithredol ar draws 5 maes hyfforddi (a ddiffinnir ar ffurf lotiau ar wahân). Y rhain yw:
- Lot 1 – Iechyd a Gofal Cymdeithasol,
- Lot 2 – Gwasanaeth Cwsmeriaid,
- Lot 3 – Ieuenctid a Chwarae,
- Lot 4 – Ynni Adnewyddadwy (sgiliau gwyrdd),
- Lot 5 – Hyfforddiant cyn cyflogi.

Bydd y prosiect yn glynu wrth egwyddorion Fframwaith Twristiaeth Gynaliadwy Llywodraeth Cynulliad Cymru.

Disgrifiad o’r contract: Nod y prosiect Marchnad Lafur Drosiannol yw lleihau anweithgarwch economaidd yn Nwyrain Cymru drwy fuddsoddi mewn mudiadau i ddarparu profiad gwaith a hyfforddiant i bobl sy’n profi rhwystrau rhag gweithio. Disgrifiad o’r contract: Nod y prosiect Porth Ymgysylltu yw gwneud cyfraniad pwysig i godi lefelau cyflogaeth a lleihau anweithgarwch economaidd yng Nghymru. Bydd yn cysylltu â mudiadau sy’n ymgysylltu â phobl economaidd anweithgar, y mae llawer yn eu plith yn profi rhwystrau niferus; ac yn eu paratoi ar gyfer gweithio drwy gyfrwng amrywiaeth o weithgareddau a fydd yn rhoi hwb i’w hyder a’u sgiliau ac yn eu paratoi ar gyfer cyflogaeth gynaliadwy. Mae WCVA yn gwahodd datganiadau o ddiddordeb gan fudiadau a hoffai ddatblygu a chyflwyno cynigion i gyflwyno gweithgareddau o safon uchel ar gyfer unigolion economaidd anweithgar a di-waith a fydd yn arwain at ddeilliannau positif i’r unigolion hynny. Gwneir hyn drwy gyflwyno Holiadur Cyn Cymhwyso.

Awgrymiadau defnyddiol ar gyfer contractio!
Mae WCVA wedi cynhyrchu deunyddiau cyfeirio ar gaffael a thendro, sy’n cynnig gwybodaeth a chyngor i fudiadau trydydd sector a all fod yn ceisio cael gafael ar gyllid Ewropeaidd drwy dendro i gyflawni prosiect. Mae’r adnoddau ar gael ar Borth Cyllido'r Trydydd Sector, sy’n cynnwys cyflwyniad i gaffael cyhoeddus a rheoliadau, ac sy’n rhoi awgrymiadau defnyddiol sy’n werth eu hystyried wrth baratoi contract ac wrth ganfod cyfleoedd. Mae’r Porth Cyllido hefyd yn cynnwys gwybodaeth am gyllid Ewropeaidd, gan gynnwys y cyngor sydd ar gael gan dîm Ewrop y trydydd sector (3-SET) a all gynorthwyo mudiadau i ganfod cyfleoedd cyllido’r UE.

Chwilio am brif fentrau cymdeithasol y DU
Mae cynllun gwobrau newydd i dynnu sylw at fentrau cymdeithasol gorau’r DU wedi ei lansio. Bydd enillwyr y Gwobrau Mentrau Cymdeithasol yn derbyn hyd at £5,000, fel cymorth pecyn busnes. Y categorïau yw: y fenter gymdeithasol orau (trosiant o £1m neu fwy), y fenter gymdeithasol orau (trosiant o dan £1m), a’r fenter gymdeithasol newydd orau.

Bydd cam cyntaf y gystadleuaeth yn chwilio am enillwyr cenedlaethol ar gyfer Cymru, Lloegr, yr Alban a Gogledd Iwerddon, a byddant yn cael eu cyhoeddi yn ystod yr Wythnos Fentergarwch Fyd-eang ym mis Tachwedd. Yna bydd enillwyr y DU yn cael eu dewis drwy bleidlais ar-lein gan y cyhoedd, gan gynnwys y teitl menter gymdeithasol y flwyddyn. Mae gan fusnesau tan 28 Medi i gyflwyno’u ceisiadau.

Cynhadledd gyllido’r trydydd sector yng Nghymru

Mae cynhadledd gyllido'r trydydd sector eleni yn llawn i'r ymylon gyda mwy o sesiynau, ystod ehangach o gyllidwyr (gan gynnwys rhai o'r hen ffefrynnau!) a syniadau diddorol ar gyfer ffyrdd newydd a gwell o weithio. Nod hyn yw eich helpu i leihau'ch costau a'ch gwastraff ac i gael gafael ar fwy o adnoddau a chefnogaeth. Rydym wedi canolbwyntio ar bedair prif thema:

1. Caffael a thendro
Heb wneud hynny eto? I nifer o fudiadau yn y trydydd sector dim ond mater o amser ydyw wrth i fwy a mwy o feysydd gwaith gael eu rhoi ar dendr cystadleuol. Mae gennym sesiynau ar gyfer y rheini y mae tendro yn rhywbeth newydd iddynt yn ogystal ag i’r rheini sydd am fireinio'u ceisiadau a deall meddylfryd y prynwr.

2.Cyllidwyr a ffrydiau cyllido
Yn newydd eleni – sesiynau ar becyn dirwasgiad y Gronfa Loteri Fawr, cronfeydd cydraddoldeb a chynhwysiant, Comic Relief, Drinkaware UK, yn ogystal ag Ymddiriedolaeth Tudor, Sefydliad Esmée Fairbairn, Sefydliad Lloyds TSB i Gymru a Lloegr, Sefydliad Waterloo, Plant Mewn Angen y BBC, cronfeydd benthyca (Banc Unity Trust a Banc Charity, Venturesome a’r Gronfa Fuddsoddi Gymunedol – Buddsoddi i Wasanaethu) a chyfleoedd tendro byw gan Ewrop.

3.Asedau a menter
Mae menter gymdeithasol yn dringo’r agenda wleidyddol ar garlam, ac mae mwy o fudiadau yn rhoi cynnig ar fasnachu er mwyn ymestyn ac amrywio eu ffrydiau incwm, tra mae eraill yn troi at ddarparu gwasanaethau cyhoeddus. Os ydych am ddilyn y llwybr hwn, mae help wrth law! Hefyd: bydd y Gronfa trosglwyddo asedau cymunedol yn eich galluogi i ddefnyddio asedau cymunedol i gynhyrchu ffrydiau incwm – dewch i gael gwybod sut!

4.Gweithio'n ddoethach
Mae’r trydydd sector yn effeithlon, yn effeithiol, yn ymatebol ac yn gwneud yn siwr bod pob ceiniog yn cyfri, yn tydi? Os ydych chi’n credu nad oes lle i wella, peidiwch â thrafferthu gyda’r sesiynau hyn ar: cydweithio i gynhyrchu incwm; codi arian dros y rhyngrwyd; gwneud Cymorth Rhodd yn rhwydd i chi; a rhoi meddylfryd ‘Lean’ ar waith yn y trydydd sector...wel dyna syniad!

Mae WCVA mewn cydweithrediad â’r CGSau yn cynnal cymorthfeydd cofrestru ar gyfer Cymorth Rhodd ledled Cymru yn ystod yr hydref. Nod y cymorthfeydd yw annog mudiadau nad ydynt wedi cofrestru ar gyfer Cymorth Rhodd i ymuno â’r cynllun. Mae Cymorth Rhodd yn galluogi elusennau i hawlio treth yn ôl ar roddion gan unigolion - am bob punt a roddir gall yr elusen hawlio 28c yn ychwanegol oddi wrth Dollau Tramor a Chartref EM.

Yn ystod cyfnod o ddirwasgiad mae’n bwysig bod y sector yn manteisio ar bob ffynhonnell incwm, yn enwedig rhoddion gan unigolion, er hynny amcangyfrifir bod £700 miliwn heb ei hawlio bob blwyddyn. Ar hyn o bryd gall elusennau hawlio Cymorth Rhodd ar roddion a wnaethpwyd hyd at chwe blynedd yn ôl - fodd bynnag, o fis Ebrill nesaf ymlaen bydd hyn yn gostwng i gyfnod o bedair blynedd - felly mae angen i elusennau wneud yn siwr eu bod yn mynd ati i hawlio am bopeth sydd ar gael iddynt os nad ydynt am fod ar eu colled.

Yn ôl ymchwil a gynhaliwyd gan Dollau Tramor a Chartref EM a Sefydliad Cymorth yr Elusennau (CAF) y rhwystr mwyaf sy’n atal elusennau rhag hawlio Cymorth Rhodd yw’r broses cyn cofrestru - canfod a deall yr wybodaeth berthnasol i’w galluogi i hawlio. Felly, pwrpas y cymorthfeydd cofrestru yw darparu’r wybodaeth angenrheidiol i fudiadau i’w galluogi i gofrestru, i hawlio treth yn ôl, ac i hyrwyddo Cymorth Rhodd er mwyn sicrhau nad ydynt ar eu colled. Bydd dyddiadau a lleoliadau pellach yn cael eu cadarnhau yn y man.

Profiad gwirfoddoli – cynhadledd ar gyfer rheolwyr gwirfoddolwyr yng Nghymru

Mae Cymru bob amser wedi elwa’n aruthrol o gyfraniadau ymroddedig gwirfoddolwyr ac mae yma draddodiad gwirfoddoli cadarn. Mae gwirfoddoli yn broses ddwy ffordd sy’n rhoi budd i fudiadau ac i’r gwirfoddolwyr eu hunain. Bydd y gynhadledd hon yn canolbwyntio ar brofiad gwirfoddolwyr, a bydd pedwar siaradwr gwadd yn rhannu eu straeon personol am wirfoddoli. Gellir cael rhagor o fanylion yma.

Mesuriad Llinell Waelod Driphlyg a’r trydydd sector
Ceir cydnabyddiaeth gynyddol y dylai mudiadau trydydd sector ddangos sut maent yn perfformio, ac nid yn unig o ran eu prif amcan, ond hefyd o ran amcanion cymdeithasol, amgylcheddol ac economaidd ehangach neu’r hyn a adwaenir weithiau fel y ‘llinell waelod driphlyg’.

Eto, er gwaethaf cydnabyddiaeth o’r fath, prin iawn yw’r mudiadau trydydd sector sydd wedi mabwysiadu ymagwedd o’r fath. Yn yr adroddiad ymchwil hwn, mae nef (New Economics Foundation) yn rhoi braslun o hanes a chyd-destun y mesuriad llinell waelod driphlyg, prif ddulliau gweithredu’r trydydd sector a dulliau sydd ar gael i gynorthwyo mudiadau i oresgyn y rhwystrau cyffredin sy’n eu hatal rhag defnyddio pecynnau cymorth o’r fath. Cymorth am ddim dros y ffôn ar gael i grwpiau gwirfoddol
Gall grwpiau gwirfoddol o unrhyw faint sy’n gweithredu yng Nghymru fanteisio ar wasanaeth cynadledda ffôn am ddim. Mae’r gwasanaeth di-dâl yn cael ei ddarparu gan unig elusen cynadledda ffôn y DU, Community Network, ac fe’i hariennir gan grant Arian i Bawb oddi wrth y Loteri Genedlaethol.

Mae’r grant yn gadael i fudiadau gwirfoddol hawlio gwerth £600 o gynadleddau ffôn am ddim (12 galwad cynhadledd dros flwyddyn neu 24 dros chwe mis); darperir hyfforddiant am ddim hefyd i un aelod staff o bob mudiad er mwyn eu galluogi i weithredu fel hwylusydd y gwasanaeth cynadledda.

Ymysg y grwpiau sydd eisoes wedi derbyn y cynnig yw Epilepsi Cymru, sy'n defnyddio'r gwasanaeth cynadledda ffôn i gefnogi gofalwyr a'r rhai sy'n dioddef o'r cyflwr hwn. Mudiad arall sydd wedi manteisio ar y grant hwn yw Prosiect Gweithwyr Maes y Groes Goch. A hwythau'n gweithredu yng Ngheredigion, mae'r prosiect wedi canfod fod y cynadleddau ffôn yn darparu fforwm i'r gofalwyr lle gallant drafod eu pryderon a chael cymorth, cyngor a chefnogaeth gan ofalwyr eraill.

Rhoi a chodi arian cyhoeddus

Cronfeydd er cof Ymddiriedolaeth Llid yr Ymennydd yn codi £500,000 mewn dwy flynedd
Mae cronfeydd teyrnged yn galluogi pobl i gofio rhywun arbennig drwy gyflwyno rhodd yn eu henw. Meddai Doug Edwards, Rheolwr y Gronfa Deyrnged gydag Ymddiriedolaeth Llid yr Ymennydd: "Mae’r rhaglen cronfa deyrnged wedi bod yn llwyddiant mawr i’r Ymddiriedolaeth. Yr ydym bellach wedi sefydlu 165 o gronfeydd. Mae wedi bod yn gyfle i ailgysylltu ac annog ein cefnogwyr, yn ogystal â denu cefnogwyr newydd at yr Ymddiriedolaeth.

"Drwy wneud hyn yr ydym wedi gallu ymestyn allan at fwy o bobl i gynnig ein gwasanaethau cymorth proffesiynol. Mae gennym bellach dros 800 o bobl sy’n cefnogi cronfeydd teyrnged. Yr ydym wedi canfod bod cronfeydd teyrnged yn gweithredu fel canolbwynt positif i deuluoedd yn ogystal â bod yn ffordd arbennig o gofio rhywun sy’n bwysig iddynt drwy godi arian yn eu hwnnw."

Bydd digwyddiadau codi arian Twitter yn caniatáu defnyddwyr y safle i bleidleisio dros elusen o’u dewis
Bydd ymgyrch sy’n defnyddio’r safle rhwydweithio cymdeithasol Twitter i drefnu digwyddiadau codi arian yn agored i bob elusen am y tro cyntaf.

Mae’r ymgyrch, o’r enw Twestival, yn annog defnyddwyr Twitter i drefnu digwyddiadau codi arian yn eu hardal a’u hyrwyddo drwy ‘tweets', neu negeseuon byr. Mae digwyddiadau blaenorol wedi cynnwys picnic, raffl, ffeiriau a nosweithiau DJ, ac maent wedi codi arian ar gyfer yr elusen dŵr glân o’r UDA, charity:water.

Dywedodd llefarydd ar ran Twestival y bydd y nesaf, a gynhelir rhwng 10 a 13 Medi, yn galluogi cymunedau lleol i bleidleisio ar-lein dros yr elusen yr hoffent ei gweld yn derbyn yr arian a godir. Cynhelir digwyddiadau Twestival mewn 14 o drefi a dinasoedd yn y DU, gan gynnwys Caerdydd.

Darogan gostyngiad mawr mewn incwm a godir yn 2009
Gallai’r incwm a godir gan elusennau mwyaf y DU ostwng cymaint â £185m yn 2009 o’i gymharu â’r flwyddyn flaenorol, yn ôl adroddiad diweddaraf Charity Market Monitor.

Mae’r adroddiad, a ysgrifennwyd gan Cathy Pharoah o Ysgol Fusnes Cass, yn seiliedig ar gyfrifon blynyddol a gyflwynwyd gan y 300 elusen codi arian mwyaf yn 2007 a 2008. Dengys fod incwm yn gyffredinol wedi codi 0.9 y cant o’i gymharu â’r flwyddyn flaenorol, ffigur sy’n debyg i’r twf o 0.7 y cant yn yr economi ehangach yn ystod yr un cyfnod. Os bydd y gydberthynas hon yn parhau, rhagwelir gostyngiad sylweddol mewn incwm yn y flwyddyn sy’n dod, yn ôl yr adroddiad.

"Fe ymddengys fod incwm codi arian yn dilyn yr un patrwm â’r economi ehangach," meddai. "Pe bai codi arian yn dilyn y cyfangiad o 3.5 y cant a ragwelir ar gyfer yr economi genedlaethol yn ei chyfanrwydd yn 2009, gallai hynny olygu colled o £185m i’r elusennau codi arian mawr, ar eu hincymau presennol."

Y Bwrdd Safonau Codi Arian yn penodi rheolwr i Gymru
Mae’r Bwrdd Safonau Codi Arian yn cynyddu ei weithgarwch yng Nghymru mewn ymdrech i ddenu mwy o aelodau. Mae’r mudiad wedi penodi rheolwr rhan amser a fydd yn gweithio i recriwtio elusennau o Gymru ac i godi ymwybyddiaeth o hunan reoleiddio.

Penodwyd Simon Boex, sydd hefyd yn swyddog Cymru gyda’r elusen anffurfio, Changing Faces Cymru, i lenwi’r swydd, sydd wedi derbyn £115,000 dros dair blynedd, gan Lywodraeth Cynulliad Cymru. Bydd yn gweithio o’i gartref.
Mae gan y Bwrdd dros 1,000 o aelodau, ond dim ond 32 ohonynt sydd wedi’u lleoli yng Nghymru. Dywedodd Boex ei fod yn gobeithio adeiladu ar y sylfaen bresennol o aelodau i sicrhau aelodaeth sydd wedi ymrwymo i arferion gorau mewn codi arian. "Mae’n hanfodol bod mudiadau’n dod at ei gilydd i ddangos ymrwymiad i’r un safonau uchel," meddai.

Buddsoddi i Gynilo: Cronfa fenthyca Gymreig i gynorthwyo elusennau i baratoi bidiau am gontractau
Cyhoeddwyd manylion am gronfa newydd gwerth £6m a fydd yn darparu benthyciadau i elusennau yng Nghymru i’w galluogi i baratoi bidiau am gontractau ac i ddatblygu eu gwasanaethau. Bydd y gronfa Buddsoddi i Gynilo yn seiliedig ar gyfraniadau o £1m yr un gan Lywodraeth Cynulliad Cymru, WCVA a’r Unity Trust Bank.

Mae Swyddfa Cyllid Ewropeaidd Cymru () yn debygol o gyfrannu £3m, yn ôl llefarydd ar ran Llywodraeth Cynulliad Cymru, er nad yw’r union swm wedi’i gadarnhau eto.

Dywedodd Brian Gibbons, y Gweinidog dros Gyfiawnder Cymdeithasol, y byddai’r gronfa’n gwneud mudiadau trydydd sector yn fwy cynaliadwy. Dywedodd y byddai’n eu galluogi i ddarparu gwasanaethau ar gyfer y sector cyhoeddus am gost is na’r hyn fyddai’n bosibl fel arall.

Unity Trust Bank yn cynyddu’i fenthyciadau er gwaethaf y dirwasgiad
Bu cynnydd o 15 y cant ym menthyciadau’r Unity Trust Bank i fusnesau yn y DU yn ystod hanner cyntaf 2009, yn ôl cyhoeddiad gan y benthyciwr cymdeithasol. Dywedodd y banc ei fod wedi benthyca £127m yn y chwe mis hyd at fis Gorffennaf, o’i gymharu â £110m yn ail hanner 2008.

Dywedodd y banc ei fod wedi gallu cynyddu’r hyn a fenthyciwyd ganddo am nad oedd wedi cael ei effeithio gan y problemau a oedd yn wynebu banciau eraill yn ystod y wasgfa gredyd.

"Yn wahanol i fwyafrif y banciau, yr ydym wedi dal ati i dderbyn busnes drwy gydol helbulon 2008 a gwelsom ein twf mwyaf mewn benthyciadau hyd yma," medd Kevin Turmore, rheolwr gyfarwyddwr Unity Trust Bank.

Elw siopau elusen ar gynnydd am y bedwaredd flwyddyn yn olynol
Mae siopau elusen wedi mynd yn groes i dueddiadau’r stryd fawr a gwelwyd eu helw’n cynyddu 4.1 y cant yn ystod y flwyddyn ddiwethaf, yn ôl Arolwg Siopau Elusen 2009.

Er bod gostyngiad o 3.1 y cant i £526.1m wedi bod yn incwm gros y 69 o siopau cadwyn yn y sampl, bu gostyngiad pellach yn eu costau, gostyngiad o 4.9 y cant i £414.6m, gan adael elw ar y cyd o £111.5m. Mae siopau elusen yn awr wedi cynyddu eu helw am bedair blynedd yn olynol, ac mewn wyth o’r 11 mlynedd diwethaf.

Cymeradwyo Prosiect Cydgyfeirio - Cymunedau sy'n Cydweithio
O ganlyniad i gyllid Cydgyfeirio, mae pecyn gwerth £5 miliwn wedi cael ei gymeradwyo er mwyn cynorthwyo a datblygu mentrau cymdeithasol a chymunedol (presennol a newydd) ar draws De-orllewin Cymru. Nod y prosiect, a elwir yn 'Cymunedau sy'n Cydweithio', yw helpu 400 o sefydliadau, ac mae'n gobeithio sefydlu 30 o fentrau cymdeithasol newydd.

Mae’r cynllun yn y de-orllewin yn cael ei weithredu ar y cyd gan yr Awdurdodau Lleol a'r Gwasanaethau Gwirfoddol Sirol, sef Cyngor Sir Caerfyrddin, Cymdeithas Gwasanaethau Gwirfoddol Sir Gâr, Cyngor Dinas a Sir Abertawe, Cyngor Gwasanaeth Gwirfoddol Abertawe, Cyngor Sir Penfro, Cyngor Bwrdeistref Sirol Castell-nedd Port Talbot, Cyngor Gwasanaeth Gwirfoddol Castell-nedd Port Talbot, a Chymdeithas Gwasanaethau Gwirfoddol Sir Benfro. Mae'r cydweithio hwn rhwng yr wyth sefydliad ynddo'i hun yn torri tir newydd. Bydd y prosiect yn rhoi cymorth i fentrau cymunedol a chymdeithasol sy'n bodoli eisoes ac i fentrau newydd, ynghyd â darpar fentrau er mwyneu galluogi i ddatblygu a manteisio ar gyfleoedd mewn marchnadoedd lleol, rhanbarthol, a chenedlaethol. Bydd y cymorth yn cwmpasu pob agwedd ar ddatblygu, gan gynnwys cynllunio busnes a dod o hyd i gyllid.

Mae pecyn cyllid bychan a dargedwyd wedi cael ei lunio i helpu â chostau datblygu mentrau cymdeithasol, gan gynnwys sefydliadau presennol yn yr economi gymdeithasol, darpar fentrau cymdeithasol a mentrau newydd, a sefydliadau'r trydydd sector, gyda golwg ar eu galluogi i beidio â dibynnu ar grantiau ac i fod yn gynaliadwy.

Tendro cystadleuol
Gan fanteisio ar ei brofiad helaeth o weithio â chomisiynwyr a mudiadau trydydd sector, mae nef (y New Economics Foundation) wedi cyhoeddi arweiniad i esbonio’r broses dendro cystadleuol i weithwyr cefnogi’r trydydd sector.

Mae’r arweiniad newydd yn cynnwys disgrifiad eglur o’r hyn sydd ynghlwm wrth dendro cystadleuol a cheir arweiniad cam wrth gam i ddangos sut y gall gweithwyr cefnogi’r trydydd sector fynd ati i gynorthwyo mudiadau rheng flaen sy’n wynebu newid o grantiau i gontractau. Mae hefyd yn cynnwys adran sy’n egluro sut y gall gweithwyr cefnogi ymgysylltu â chomisiynwyr i wneud yn siŵr bod y broses yn fwy agored i fudiadau trydydd sector.

Datblygu ar sail asedau

Trosglwyddo Asedau Cymunedol
Heddiw (5 Awst 2009) cyhoeddodd y Gronfa Loteri Fawr a Llywodraeth Cynulliad Cymru gytundeb i gyflwyno rhaglen newydd gwerth £13 miliwn a fydd yn helpu grwpiau cymunedol Cymru i gaffael adeiladau, tir ac amwynderau cyhoeddus a’u hadnewyddu er mwyn trawsnewid eu cymunedau er gwell. Nod y rhaglen yw helpu grwpiau cymunedol i gaffael adeiladau, tir ac amwynderau cyhoeddus i’w hadnewyddu a’u hadfywio at eu dibenion eu hunain. Bydd y Gronfa Loteri Fawr yn gweinyddu’r rhaglen, a fydd yn darparu arian refeniw a chyfalaf. Bydd sefydliadau’n gallu cyflwyno ceisiadau o ganol mis Hydref eleni.

Ariennir y wefan newydd hon sef gwefan Gwella Cymorth gan Capacitybuilders. Mae'n dwyn ynghyd adnoddau ymarferol (newyddion, digwyddiadau, dangos cyfeiriad, pecynnau, cysylltiadau a gwybodaeth) i bawb sy'n rhoi cymorth i fudiadau'r trydydd sector. Mae'n cynnig porth at ystod eang o becynnau, gwybodaeth a chymorth, gan greu cymuned hwylus ar gyfer cyfnewid adnoddau, syniadau, cyngor a dysgu.

Cyngor cyfreithiol pro bono
Mae LawWorks, y wefan i Grwp Pro'r Cyfreithwyr wedi lansio Cyngor Cychwynnol Electronig, sef system awtomatig ar y we sy'n caniatáu i fudiadau heb fryd ar wneud elw a mudiadau cynghori wneud ymholiad cyfreithiol byr a chael ateb gan gyfreithiwr dros yr e-bost. Fe'i gweithredir ar y cyd rhwng asiantaethau cynghori a chyrff ambarél y sector gwirfoddol.

Rheoliadau Drafft ar gyfer Cwmnïau Budd Cyhoeddus
Ar ôl ymgynghori, cyhoeddwyd y rheoliadau drafft newydd Community Interest Company (Amendment) Regulations 2009. Nid yw'r rhain yn newid y darpariaethau ynglyn ag asedau, ond maent yn cyflwyno sawl newid eithaf sylweddol i'r darpariaethau y mae'n rhaid eu cynnwys yn erthyglau Cwmni o'r fath. Er enghraifft, diddymwyd y gofyniad ei bod yn rhaid penodi mwyafrif y cyfarwyddwyr gan yr aelodau.

Caiff Cwmnïau Budd Cyhoeddus sy'n bodoli eisoes ddiwygio'u herthyglau i adlewyrchu'r newidiadau hyn er nad oes yn rhaid iddynt wneud hynny. Fodd bynnag, rhaid i unrhyw Gwmni Budd Cyhoeddus a gofrestrir ar ôl 1 Hydref gydymffurfio â'r rheoliadau newydd.

Banc Buddsoddi yn y Gymdeithas Gyfan – Ymgynghoriad ar swyddogaethau a chynllun
Mae Swyddfa’r Trydydd Sector wedi cyhoeddi ymgynghoriad ar Fanc Buddsoddi yn y Gymdeithas. Ei nod yw pennu cynllun a swyddogaeth Banc Buddsoddi yn y Gymdeithas Gyfan a goleuo’r cynigion sylweddol y bydd Swyddfa’r Trydydd Sector yn eu llunio. Cynnig ar gyfer y DU yw hwn a fydd â goblygiadau ar gyfer Cymru o ran: yr achos dros gynllun a swyddogaeth y Banc barn am gyfleoedd a phroblemau posib, yng Nghymru, a pha gyllid sydd ei angen. Gellir gweld y ddogfen ymgynghori yma. Y dyddiad cau ar gyfer ymatebion yw 7 Hydref 2009.

Nod Ansawdd PQASSO yn derbyn cymeradwyaeth y Comisiwn Elusennau
Mae’r Comisiwn Elusennau wedi cyhoeddi ei gymeradwyaeth i’r Nod Ansawdd PQASSO – y ‘nod barcud’ newydd ar gyfer y trydydd sector. Bydd mudiadau sy’n cael Nod Ansawdd PQASSO ar lefelau 2 a 3 yn gallu defnyddio stamp Safonau Ansawdd y Comisiwn Elusennau ar gyfer Elusennau a fydd yn cadarnhau eu bod yn cael eu hachredu gan safonau sy'n bodloni Nodweddion Elusen Effeithiol. Aelodaeth a Lein Gymorth WCVA

Bob mis, mae dros 1,000 o fudiadau gwirfoddol yn elwa ar y wybodaeth, y newyddion, y wybodaeth ariannol a’r arbedion y byddant yn eu derbyn fel rhan o'r manteision o fod yn aelodau llawn o WCVA.

Mae aelodaeth lawn yn dechrau cyn rhated â £30 y flwyddyn, ac mae’n cynnwys: cylchgrawn i’r trydydd sector ddwywaith y mis, e-hysbys ar gyfer aelodau bob pythefnos, a chwiliadau grant personol. Mae aelodau hefyd yn gallu hawlio disgownt oddi ar hyfforddiant a chynadleddau WCVA, ac oddiar gynhyrchion a gwasanaethau a ddarperir gan ein partneriaid cynlluniau affinedd, yn cynnwys meddalwedd a chaledwedd cyfrifiaduron, telegyfathrebu, gwasanaethau cyfieithu, yswiriant, cynhyrchion corfforaethol a deunyddiau cyhoeddusrwydd.
