Mid Term Evaluation - Ireland Wales Operational Programme

Closing Date: 30 July 2010

The Ireland Wales Operational Programme is a full structural funds programme which is managed by the Southern and Eastern Regional Assembly in Waterford on behalf of the Dept of Finance and the Welsh Assembly Government.

It is 75 per cent funded by the European Regional Development Fund (ERDF) to the tune of €52 million with the balance of the funding to be provided by project applicants. It funds joint development projects within certain parts of each country with a view to addressing common challenges in the areas of innovation, training, climate change and community development.

The Programme is now seeking tenders in order to carry out an independent evaluation of the programme as it reaches the mid point of its life-cycle.

Freelance trainer to deliver three Level 2 Ascent Courses for women as part of the Agile Nation Project

To facilitate workforce development focusing on progression and retention through:

  • Delivering tailored and accredited leadership and management training, together with a holistic mentoring and development programme for women
  • Facilitation of women’s progression into senior roles and developing quality part-time career opportunities
  • Working with employers to increase workforce equality and diversity and good practice in flexible working and work life balance to promote business benefits, in collaboration with Sector Skills Councils
  • Facilitation of flexible working utilising latest ICT resources
  • Provision of a Virtual Centre of Excellence for gender equality in employment and flexible working in Wales.
  • Development of an Exemplar Employer Quality Mark for gender equality in employment
  • Influencing choice through education and training, and tackling gender stereotyping and occupational segregation
  • Identifying and commissioning research, including longitudinal tracking and comparative studies

Online Pupil Literacy & Numeracy Screening - Building the Future Together Project

Closing Date: 02 August 2010

The Building the Future Together ESF project is primarily aimed at providing a comprehensive suite of options and interventions to develop the skills needed for learning and future employment, raise aspirations, and support the emotional and social needs of 11 – 19 year olds in Rhondda Cynon Taf. Pursuant of these aims is the requirement to implement an Online Pupil Literacy and Numeracy Screening Test to measure pupils in Year 7 and 9 verbal, non-verbal and quantitative abilities in order to identify strengths and weaknesses, needs and learning preferences. The test would be required for approximately 6000 pupils, i.e 3000 in Year 7 and 3000 in Year 9. The system must be fully implemented by September 2010.

Renewables Training for JobMatch Employment Routes

Within The Heads of the Valley area there has been a strategic project, named ''JobMatch'', running for the last 3 years which engages with disadvantaged clients and moves them from inactivity into economic activity by providing opportunities for training, volunteering, work experience, employment and career development. The project was previously developed and piloted in Blaenau Gwent and was approved for rollout across the Head of the Valley area. This contract is for the delivery of Renewables Training for JobMatch Employment Routes. Under this Service the Contractor is required to participate actively in the economic and Social Regeneration of the locality and surrounding the place of delivery for the Service. Accordingly contract performance decisions may relate in particular to social and environmental considerations.

The Provision of Extended and Supported Work Experience for Learners with Additional Learning Needs

The provision identified in the document is placed within the School of Pre Vocational Studies and aims towards working with 40 learners with additional learning needs to enable them to benefit from a period of extended and supported work experience. Developing and delivering Learning Resources based on Welsh Cuisine

1) What we are looking for:

  • An organisation to develop a learning programme to train chefs in developing and delivering a menu based on traditional Welsh cuisine and locally sourced ingredients. The learning programme will contain interactive materials (such as DVDs) to help chefs acquire the skills and knowledge required.

2) Background

  • There is a shortage of skilled chefs working in Wales. There are not enough new chefs entering industry to meet the skills challenge. We need to find ways to raise and/or broaden the skills of chefs in work and at college
  • The Welsh Assembly is placing increasing importance on hotels, restaurants, pubs, etc including traditional Welsh dishes on their menus. This is coupled with a drive to raise awareness of ingredients sourced within Wales.

  • Excellent Trainers to deliver a new customer service programme in Wales

2) Background

  • People 1st is introducing a customer service programme to help staff working in the hospitality, leisure, travel and tourism sector develop excellent customer service and ‘sense of place’ skills.
  • The programme is based on the WorldHost programme which was successfully used to deliver customer service/sense of place training recently at the Vancouver Winter Olympic Games. It is highly interactive, uses up to date learning resources and moves at a pace that retains and stimulates the learner. It is delivered in one day.

WorldSkills Wales Competition Development and Delivery 2010-2011

The Welsh Assembly Government wishes to fund partnerships to develop and deliver skills based competitions as part of the Welsh contribution to WorldSkills. The WorldSkills Competition is the biggest skills competition in the world and is held every two years in one of its member countries. Within Wales we have developed a strategy to support an infrastructure of skills competitions that are delivered across Wales. We are looking for partnerships that want to develop and run vocational skills competitions in Wales.

Work Based Learning Tender 2011 to 2014

The Department for Children, Education, Lifelong Learning and Skills (DCELLS) has a range of programmes aimed at supporting learners in Wales and currently supports in excess of 60,000 individuals on its work based learning (WBL) programmes.

The Department is launching a tender process to establish its new network of training providers for three years 2011 to 2014 with the option to extend for one year to 2015. This network will deliver work based learning provision on behalf of the Welsh Assembly Government from August 2011. The programmes will be part-financed by the European Social Fund.

Green Sea (Beach Improvement) forms a part of the Coastal Tourism project, part funded by the European Regional Development Fund through the West Wales and the Valleys Convergence programme 2007-13. The objective of Green Sea (Beach Improvement) is to ensure the quality of beaches around the coast of the Convergence area of Wales is maintained and improved in order to meet growing visitor expectations. Green Sea will make a contribution to successful applications towards investment in improvements to the coastal environment such as access, parking, facilities, recycling, toilets, amenities, information and interpretation.

Title of Contract: The Intermediate Labour Market

WCVA is inviting expressions of interest again from organisations who would like to develop and submit proposals to deliver high quality activities and opportunities for economically inactive and unemployed individuals that will result in positive outcomes for those individuals. This will be through the submission of a Pre-Qualification Questionnaire. Organisations that are already on the approved supplier list for the Competitiveness (RCE) area do not need to re-apply, unless they are applying for areas or target groups they were not approved for in the first instance.

The ILM project aims to reduce economic inactivity in East Wales by investing in organisations to provide work experience and training for people facing barriers to employment. It will contract with organisations that engage with economically inactive people, many of whom will have multiple barriers; and prepare them for employment through the use of a range of activities that build their confidence and skills to move towards sustainable employment. The ILM will encourage organisations to adhere to the principles of a work progression model, which emphasises the development of the individual, not just to equip them for today’s job, but also to provide them with the skills to compete in a ever changing labour market. All suppliers will need to demonstrate that they engage with those furthest from the labour market in order to give participants new skills and increased confidence that will enable them to become economically active, and which will also lead to greater social cohesion and sustainable development in the most disadvantaged communities in East Wales.

The Property Development Fund (PDF) forms part of an ERDF Grant supported programme of regeneration work which seeks to deliver high quality schemes to meet the high aspirations of the Swansea City Centre Strategic Framework (CCSF), which is the Council's strategic policy for regeneration of Swansea City Centre. PDF grants are available to property developers and land owners towards the construction of speculative, sustainable office accommodation on privately owned land in Swansea City Centre. Funding is available to meet the financial gap between the construction costs and the completed market value of the property. The aim of the programme is to support applicants that require financial aid for their projects to proceed.

The Building Enhancement Programme (BEP) forms part of an ERDF Grant supported programme of regeneration work which seeks to deliver high quality schemes to meet the high aspirations of the Swansea City Centre Strategic Framework (CCSF), which is the Council's strategic policy for regeneration of Swansea City Centre. The BEP Management Team comprises CCS and the Welsh Assembly Government (WAG) as Joint Venture Partners. The BEP offers discretionary grants of up to 50% towards the enhancement of visible commercial building frontages within the CCSF area only.
