Basic Skills for the Workplace
This framework contract is for the delivery of Basic Skills provision in the workplace and awareness raising through the Employer Pledge. The contracting period will be for 3 years from 1 October 2010 to 30 September 2013, with the option of an extension to the contract for one year.
Successful tenderers will be required to engage with employers and deliver Essential Skills Wales qualifications to employees in the workplace.
Providers that deliver Essential Skills Wales qualifications and/or support up to and including Level 1 must achieve the Basic Skills Quality Standard by July 2010.
Successful tenders will be measured on performance against the contracted outputs and results and financial profile.
Targets will be restricted to:
Outputs and results for employer engagement and basic skills delivery will be split into the following Lots/regions:
Lot 1 - North Wales
Lot 2 - Mid Wales
Lot 3 - South West Wales
Lot 4 - South East Wales
A further Lot 5 is available to cover sector based activity across Wales.
The Contract will have an option to extend the duration up to a period of a further 12 months.

Work Based Learning Tender 2011 to 2014
The Department for Children, Education, Lifelong Learning and Skills (DCELLS) has a range of programmes aimed at supporting learners in Wales and currently supports in excess of 60,000 individuals on its work based learning (WBL) programmes.

The Department for Children, Education, Lifelong Learning and Skills (DCELLS) has a range of programmes aimed at supporting learners in Wales and currently supports in excess of 60,000 individuals on its work based learning (WBL) programmes.
The Department is launching a tender process to establish its new network of training providers for three years 2011 to 2014 with the option to extend for one year to 2015. This network will deliver work based learning provision on behalf of the Welsh Assembly Government from August 2011. The programmes will be part-financed by the European Social Fund.
The tender process will allow for the selection of training providers on grounds of quality (the price is set by the Welsh Assembly Government and future contracts will be allocated based on the Welsh Assembly Government Work Based Learning allocation methodology).
Through the tender process DCELLS also aims to enhance regional/sub-regional planning of work-based learning provision - including alignment with DCELLS' Transformation policy and, where appropriate, Department for Work and Pensions delivery. DCELLS also aims to facilitate collaboration of training providers and their integration into the 14-19 Learning Partnerships now established in each local authority area.

Children and young peoples’ Substance Misuse Service in Conwy and Denbighshire
The Conwy and Denbighshire Community Safety Partnership’s Substance Misuse Action Team wish to invite expressions of interest from suitably qualified Service Providers for the performance of the following contract:
To provide a Children and Young Peoples Substance Misuse Service within the Counties of Conwy and Denbighshire. The Service Provider will be expected to deliver a range of substance misuse services to children and young people including a Tier 1 Universal Education Programme, a Tier 2 Prevention and Early Intervention Service, a Hidden Harm Service and a Tier 3 Structured Treatment Service, as well as linking in with Tier 4 services.
The Contract will be awarded for 3 years with an option to extend, with a planned start date of 1 April 2011.

The Pre-Qualification Questionnaire (PQQ) will be evaluated on the basis of: financial appraisal, previous experience and specialist skills, proposal specific information, capacity and commercial aspects, quality assurance methods, policies and procedures.

Young People National Support Project
The National Support Programme for Young People will support the Welsh Assembly Government’s aims to raise the basic skills levels of young people aged 11-19 who have low levels of basic skills and are disengaged or at risk of disengagement from education. The project will run for 3 consecutive years.
The objectives of this contract are to: a) attract young people, specifically those with poor levels of basic skills, back into learning programmes which will help develop their literacy and numeracy skills; b) encourage the development of flexible, tailored programmes which will motivate and engage those young people and help raise their attainment; c) investigate and continue to develop innovative approaches to engage this target group; d) work with Careers Wales, Further Education Colleges and Training Providers to help develop individualised progression opportunities with appropriate personal support structures; e) ensure that work undertaken by the National Development Programme support and compliments other Welsh Assembly funded projects wherever appropriate; f) ensure that all work with providers reaches the standard required for achievement and/or maintenance of the Basic Skills Quality Standard.

WEST training project
LCRI CEP – Welsh Energy Sector Training Project
This project aims to develop a targeted, co-ordinated strategic framework for education, skills and knowledge capital development at management levels in Welsh enterprises operating in the low carbon/energy sectors. This European Social Fund (ESF) component project of the Low Carbon Research Institute, Convergence Energy Programme (LCRI CEP) should develop skills to aid the utilisation and uptake of the new technologies developed through the LCRI industrial energy research projects, ensuring that industrial research is disseminated through both traditional education streams and to industry through Continual Professional Development (CPD). It will identify and respond to skills, education and development needs in the energy sector in Wales appropriate for the emerging low and zero carbon technologies that are developed through the industrial research projects.
The strategy includes an educational programme at levels 4 and 5 (NB for further information on education levels please refer to the National Qualifications Framework). The skills provision is essential to enable, support and maintain the new technologies and processes developed through industrial energy research projects, thereby contributing to the success of the overall programme, eg to enable the exploitation of Research and Development by small and medium enterprises (SMEs).
This project will deliver a common identity for all employment-based training and education materials developed as a result of LCRI research, including the development of distance and e-learning methodologies for delivery. The project will also provide expertise to support the development of accreditation routes for associated training materials. It is essential that evidence of close working relationships can be demonstrated with all LCRI European Regional Development Fund (ERDF) funded research projects and all relevant Welsh stakeholders in this field.
