Wales4Africa health links grant scheme
The Welsh Government is pleased to offer grant funding for health links with sub-Saharan Africa during 2012-13/2012-15. The purpose of the scheme is to support the professional development of staff through their participation in health links with a sub-Saharan African territory. For NHS staff this can be part of their Continuing Professional Development. This grant scheme can support either work to develop a new link or work being taken forward by an ongoing health link. Sharing Treasures
Following a review, the Welsh Government has re-opened the Sharing Treasures scheme. CyMAL and the Heritage Lottery Fund (HLF) are working together to run the scheme. The Sharing Treasures scheme was set up with the following aims: to assist local museums, archives and libraries across Wales to establish partnerships with national institutions; to facilitate the loan of items from national collections; to deliver a range of exhibitions and other services from the national institution at a local level. Projects seeking funding through the scheme should address all of these aims. The closing date for receipt of applications is 31 March 2012.

Broadband Support Scheme
The Broadband Support Scheme is aimed at those individuals, businesses and third sector organisations in rural communities that do not have access to basic broadband. The scheme will provide funding to cover the upfront costs of purchasing a broadband solution where existing providers have been unable to provide a service. The scheme is technology neutral and the Welsh Government do not favour any particular type of technology, however examples of the types of broadband solutions that could be supported include: a broadband satellite connection installed for your home or business; a community purchasing a ‘larger scale’ satellite connection which is distributed around the village by a small wireless network; a wireless network being delivered by a service provider across a community; a community purchasing a next generation broadband service such as Fibre to the Cabinet (FTTC). Community Action Against Crime: Innovation Fund
The Government’s Home Office, working with the Community Development Foundation, has started accepting applications to the new Community Action Against Crime: Innovation Fund. The Home Office is making £5 million available this financial year and next for projects in England or Wales that encourage greater community activism and innovation in tackling local crime issues that matter most to local communities. The emphasis is on building effective partnerships, and encouraging voluntary and community organisations that have received little or no funding for this kind of work in the past to work with community safety partnerships and other agencies/ organisations to co-design and co-deliver activities to cut crime.

The guidelines for projects in Wales and the Small and Large Grants levels are principally the same in Wales as in England. The key difference is that applications have to be made directly to the Home Office. Also, whereas in England applications have to be supported by the local Community Safety Partnership, in Wales such a letter would be helpful but not essential. Letters could also come from any part of a local Partnership: That is the police, fire service, local authority, health authority, probation service or even the local Police Community Support Officer (PCSO) working in your area. Home Office opens Community Action Against Crime Innovation Fund
A new fund is available to grassroots community organisations in England and Wales to support community safety projects. The Community Action Against Crime Innovation Fund is provided by the Home Office, which entered into a contract with the Community Development Foundation (CDF) to administer the fund on its behalf. The Fund’s purpose is to stimulate innovative approaches to tackling community safety problems. It will do so by empowering local groups to develop creative new projects to tackle local community safety problems. The Fund is worth £5 million in 2011/12, with a further £5 million set aside for 2012/13. Individual grants of between £1,000 and £50,000 are available. Applications will be accepted on a rolling basis so that groups have time to develop their bids.

Children and Families Organisation Grant Scheme for all-Wales third sector organisations
The Deputy Minister for Children and Social Services has announced the opening of a new round of the above grant scheme. Applications received after this date will not be considered. Invest to Save Fund
Round V of the Invest-to-Save Fund is now open. There are already a great many examples of collaborative working across the public services in Wales that add value, save money and deliver good quality services. Through the Invest-to-Save Fund, we are looking for this approach to be more widely adopted and for new models of service delivery to be implemented. Invest-to-Save is available to Welsh Government funded public service organisations to enable them to transform the way that they work so that they become more efficient. Investments made from the Fund are fully repayable, but there are no interest charges and there is flexibility on the payback period. This approach ensures that the Fund is sustainable and available for investment in new projects in the future. Further details are available from here.

Health and Social Care Grant Funding
The Welsh Assembly Government, HSSDG, is inviting bids from Third Sector organisations for three year grant funding to commence by 1 April 2012 and payable under:

  • Section 64 of the Health Services and Public Health Act 1968; and
  • Children and Families Organisational Grant (CFOG)

Grant applicants must be voluntary organisations operating in the social care and health care sector and must operate on an all-Wales basis. Bids are invited from all-Wales voluntary organisations in the social and health care sectors including physical and/or sensory disabilities, learning disabilities and/or autistic spectrum disorders, carers, mental health and older people, children in need, disabled children and child protection. Communities First Trust Fund
The Communities First Trust Fund (CFTF) is a scheme which is funded by the Welsh Assembly Government as part of its major regeneration programme Communities First. The Communities First Trust Fund is aimed at small community led organisations in Communities First areas in Wales. The scheme is administered by Wales Council for Voluntary Action (WCVA). The scheme is designed to support any community activity which provides some measure of economic, environmental, social or cultural benefit for people living in a Communities First area. Community Facilities & Activities Programme
The Community Facilities and Activities Programme (CFAP) is a capital only grant scheme. It is a popular and highly competitive scheme with a growing volume of enquiries and applications. CFAP is open to community and voluntary organisations and provides funding for the provision of facilities within communities, and for activities which engage local people and help promote the regeneration of communities. There are two bidding rounds a year in April and October. CFAP is intended as a fund for organisations to draw upon to fill remaining gaps in finances after all other sources of support have been explored. The maximum grant award is for £300,000 and funding cannot be awarded over more than three financial years.

Splash – the Water Recreation Challenge Fund for Wales
The Welsh Assembly Government is offering up to 100% grants to projects (large and small) which help people to enjoy the waters of Wales. Minimum grant is £5,000. The emphasis will be on supporting new capital and other works improving bank-side facilities, signage, off road parking, etc. This can also include facilities designed to meet the needs of disabled people. All projects should help promote sustainable and responsible access.

New Ideas Social Research Fund
The Welsh Assembly Government is inviting proposals under its New Ideas Social Research Fund. The fund aims to support small research projects that address themes which have clear relevance to the strategic objectives set out in One Wales: a progressive agenda for the government of Wales. The policy areas on which they welcome proposals are: communities; community safety; local government; equality; public services and performance; housing; children, education, lifelong learning and skills; and health. A grant of up to £10,000 can be applied for, payable in two instalments – the first on submission of an interim report and the second on completion.

Low Carbon Buildings Programme
This grant scheme is run by the Department for Business, Enterprise and Regulatory Reform, and is open to non-profit and community organisations. It seeks to maximise the number of low-carbon buildings and grants are available for the installation of various micro-generation technologies in permanent buildings. Organisations can apply for 50 per cent of the cost for installing approved microgeneration technologies. Funding is currently available, although not all technologies are supported. Solar PV is fully subscribed.

Aggregates Levy Sustainability Fund for Wales
The Aggregates Levy Sustainability Fund addresses the environmental costs associated with aggregate extraction. In Wales the fund is used to address the following issues: the legacy of old minerals permissions; promoting the use of alternative materials to aggregates; reducing the impact of aggregate extraction; environmental and amenity benefits to communities affected by aggregates extraction; conserving sites of special interest; and educational projects.

Arson small grants programme
The Welsh Assembly Government is seeking applications to an Arson Small Grants Programme for 2009-2010 and 2010-2011.
